When a permit is required
Permit triggers and exempt work for Esto
A building permit is required for all construction within the Town of Esto.
Note: Even if a project may be exempt from a county building permit under Florida law, applicants should confirm whether town review or floodplain review is needed.

- Two sets of scaled plans
- Flood-zone elevation certificate when applicable
- Notarized landowner authorization when building on another person's property
- Notice of Commencement for construction valued over $2,500

- Permit validity
- Permits expire if 180 days pass without an approved inspection. One-time extension available for up to 90 additional days.
- Owner-builder
- Owner-builders must comply with Florida Statutes 489.103 limits.
- Contractor requirements
- Contractors must be licensed and registered as required by Florida law.

- 01 Confirm the parcel is inside Esto town limits.
- 02 Contact the Town of Esto at 850-263-6521 or estotownclerk@gmail.com for any required town compliance letter or zoning confirmation.
- 03 Prepare the applicable Holmes County permit packet and supporting documents.
- 04 Submit the package to Holmes County Building Department with the town-compliance letter.
- 05 Complete county plan review, pay county fees, and schedule inspections through the county.
