Cocoa states its Building Division handles construction plan review, permitting, and inspection for construction, alteration, repair, demolition, and use/occupancy compliance.

Note: Because Cocoa also notes local special building regulations, applicants should confirm any claimed exemption directly with the division.

Building code

Cocoa states permits applied for on or after December 31, 2023 must meet the 2023 Florida Building Code and the 2020 National Electrical Code.

Owner-builder

The owner must apply, provide proof of ownership, use the property for personal occupancy, appear in person before applying, and meet the restrictions stated on Cocoa's owner-builder policy.

Contractor requirements

Contractors must be properly licensed; city materials stress state licensing compliance.

   Pre-register in the Citizenserve portal and upload application materials for permit types offered online; for other permit types, submit by email or in person.

   If applying as an owner-builder, appear in person first to sign the owner-builder disclosure affidavit and provide proof of ownership and ID.

   Respond to plan review comments, then pay permit fees before issuance.

   Schedule inspections through the active permit record and obtain final approval before occupancy or use.
