When a permit is required
Permit triggers and exempt work for Starke
No building or other structure may be erected, moved, added to, or structurally altered without a building permit issued by the Building Inspector. Anytime a person digs 'for any reason' they should call the building department to determine whether a permit is required.
Note: No comprehensive Starke exemption handout was located on the reviewed public city pages. Because Starke operates its own permit program and floodplain review, applicants should confirm any claimed exemption directly with the city before proceeding. The city's public-safety page instructs residents to call before digging to determine permit need.

Application process
Application → plan check → issuance → inspection → final
- 01 Confirm city jurisdiction. Bradford County directs any property inside Starke city limits or with City of Starke utilities to Starke's department.
- 02 Prepare the applicable permit application. Starke publishes a general permit application, roofing permit application, solar packet, residential permit checklist, Notice of Commencement form, contractor verification form, floodplain permit application, and zoning applications.
- 03 Submit documents electronically for small-scope projects or through the city's permit portal.
- 04 Pay fees by cash or check (currently accepted payment methods).
- 05 Schedule inspections at least a day in advance. Inspections are conducted in the morning on Tuesdays, Wednesdays, and Thursdays.
- 06 After completion, obtain the required inspection approvals and certificate of occupancy where applicable.
