When a permit is required
Permit triggers and exempt work for Rocklin
Rocklin states all construction activity, from initial grading through interior improvements, alterations, and most repairs, requires a building permit unless specifically exempted by the California Building Code, Chapter 1, Division II, and Title 15 of the Rocklin Municipal Code.
- Exempt One-story detached accessory structures such as tool sheds, storage sheds, and playhouses on a lot with an existing single-family dwelling or other permitted primary use, if not more than 120 square feet
- Exempt Fences not over 7 feet high
- Exempt Retaining walls not over 4 feet measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding certain liquids
- Exempt Water tanks supported directly on grade if capacity does not exceed 5,000 gallons and height-to-width ratio does not exceed 2:1
- Exempt Sidewalks and driveways not more than 30 inches above adjacent grade, not over a basement or story below, and not part of an accessible route
- Exempt Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Exempt Temporary motion picture, television, and theater stage sets and scenery
- Exempt Prefabricated swimming pools accessory to Group R-3 occupancies that are less than 24 inches deep, do not exceed 5,000 gallons, and are installed entirely above ground
- Exempt Window awnings in Group R-3 and U occupancies that project no more than 54 inches and do not require additional support
Note: Rocklin notes separate plumbing, electrical, and mechanical permits may still be required for otherwise exempt items, and permit exemptions do not authorize code violations or override other applicable laws or ordinances.

- Rocklin's published Current Code Adoption page still references the 2022 California Building Standards Code effective January 1, 2023, but the City also published a 2025 CA Building Code Adoption notice stating the 2025 California Building Code became effective January 1, 2026. Current 2025-code submittal checklists on the City site are consistent with that transition.
- Permit validity
- Rocklin's eTRAKiT terms state permits expire and become void if work has not started within 1 year of issuance or if work is suspended or abandoned for more than 180 days. Extensions may be granted if requested in writing before expiration.
- Owner-builder
- Rocklin allows public accounts for resident owner-builders. Before issuance, the property owner must complete the Owner-Builder Notice, Acknowledgment, Verification, and Authorization Form. The form states the owner is the legally and financially responsible party and may need ID or notarization to verify the signature.
- Contractor requirements
- Rocklin states commercial projects must be issued to a licensed contractor. The eTRAKiT terms also state the licensee must be properly licensed by the California State Contractors Board for the work performed, permits are verified at issuance, and contractors must keep Rocklin business license information current.
Application process
Typical processing: Rocklin does not publish a general plan-review turnaround on its public pages. For inspection requests made before 6 a.m., Rocklin says same-day inspection is typical but not guaranteed.
- 01 Confirm the project type and whether it is exempt; Rocklin states most construction, alterations, and repairs require a permit unless specifically exempted by the California Building Code and Title 15 of the Rocklin Municipal Code.
- 02 Complete the City of Rocklin Permit Application and Project Contact Form before starting the online request.
- 03 Create the correct eTRAKiT account. Public users include residents acting as owner-builders, business owners, design professionals, and permit runners. Contractors must submit the eTRAKiT Contractor Registration Form and have a current City of Rocklin business license.
- 04 Log into eTRAKiT, choose Apply for permit, and select the Permit Request type. For the simple residential permit types Rocklin lists in eTRAKiT, applicants can upload documents, pay fees, and obtain issuance electronically without full plan review.
- 05 After the Permit Center reviews the request for completeness, Rocklin notifies the applicant of the permit number and the required deposit to proceed with plan check routing.
- 06 Submit any required plans, supporting documents, and reports through eTRAKiT. Rocklin also notes some applications may still be submitted at the Permit Center, and qualifying residential PV projects can start in SolarAPP+ before final permit submission through eTRAKiT or at the counter.
- 07 Do not start work until the permit is issued. Post the permit and inspection record at the job site and schedule required inspections by eTRAKiT or the inspection line.
