The City states that the Building Department oversees construction, improvement, remodeling, and demolition of buildings and structures within Colfax and enforces applicable building, accessibility, energy, mechanical, plumbing, and electrical codes. Placer County's permit guidance, which defers city-limit projects to local departments, quotes the California Building Code rule that regulated buildings or structures may not be erected, constructed, enlarged, altered, repaired, moved, improved, removed, converted, or demolished without a separate permit.

Building code

Colfax states it enforces current building, accessibility, energy, mechanical, plumbing, and electrical codes adopted by the City and State. A City planning document states Ordinance 531 adopted the California Construction Code and future triennial updates. As of March 21, 2026, statewide 2025 California Building Standards Code requirements are in effect beginning January 1, 2026; that current-cycle point is an inference from the City ordinance plus statewide code-effective-date materials and should be confirmed with Colfax for any permit already in process.

Permit validity

The City does not publish permit expiration rules on its building page or application packet. As a practical matter, applicants should confirm the expiration date and extension process with the Building Official before permit issuance. Placer County's Building Services FAQs show the regional norm of submitting an extension request before expiration and obtaining a new permit if the permit has already expired.

Owner-builder

The City application includes owner-builder declarations under California Business and Professions Code section 7044. It states owner-builders cannot legally sell a structure they built, except for a qualifying personal residence, unless it was constructed entirely by licensed contractors.

Contractor requirements

The application requires a California contractor license number and a City of Colfax business license number for licensed-contractor permits.
