When a permit is required
Permit triggers and exempt work for Calistoga
The Building Division reviews building permit applications for compliance with state and local building codes for structural, electrical, mechanical, plumbing, and energy work. The permit application form is used for new work, additions, alterations, repairs, replacements, demolition, grading, tenant improvements, fire sprinkler and fire alarm work, and related building trades.

Note: Calistoga does not publish a city-specific exemption handout on the Building Division page that was identifiable in this research. Exempt work generally follows the adopted California codes. Exemptions do not authorize work that violates code, zoning, WUI and fire, accessibility, or other local requirements. Separate permits may still be required for work in the public right of way, tree removal, planning entitlements, pools, fire systems, or special occupancies. Confirm exemptions with the Calistoga Building Division before starting work.

- Building code
- The City's building permit checklist requires plans to identify the 2022 California Building Code, California Mechanical Code, California Plumbing Code, California Electrical Code, California Green Building Standards Code, and California Energy Code. Those 2022 California codes are effective statewide through December 31, 2025; Calistoga also notes 2026 WUI standards for applicable fire hazard areas effective January 1, 2026.
- Permit validity
- The City's permit application states an application is deemed abandoned 180 days after filing unless pursued in good faith or a permit is issued; the building official may grant one or more written extensions not exceeding 90 days each for justifiable cause. California's 2022 Title 24 changes set permit expiration at 12 months after issuance if work has not commenced, with extensions allowed unless the work is abandoned. Calistoga's published packet clearly states the 180-day application deadline but does not separately restate the post-issuance rule on its webpage.
- Owner-builder
- The City uses an Owner-Builder Declaration requiring the applicant to claim a valid Contractors State License Law exemption, and it warns that an owner-builder generally cannot legally sell an owner-built structure unless statutory conditions are met.
- Contractor requirements
- The application packet requires either owner, California licensed contractor, or authorized agent status. The contractor declaration requires the contractor to affirm licensure under the Contractors State License Law and provide license number, class, and expiration. The checklist also says general contractors, subcontractors, and design professionals doing business with the City must maintain a current City business license.
Application process
Typical processing: No firm citywide turnaround is published. The checklist states a complete application will help ensure prompt processing.
- 01 Confirm the project is within Calistoga city limits and whether any related approvals are also needed, such as planning review, a Public Works encroachment permit, or Fire review for special cases.
- 02 Prepare a complete building permit package. The City's checklist requires a completed permit application, application deposit, owner-builder form if applicable, and plan sets and supporting documents matching the project type.
- 03 Submit through Calistoga's CitizenServe portal or coordinate with the Building Division if a paper or wet-stamped submission is required for your project. The portal is the City's online permit center, but the checklist and forms still contemplate signed and digitally or wet stamped plans and studies.
- 04 City staff reviews the submission for completeness and code compliance. The checklist notes additional information may be required after review.
- 05 If applicable, provide plan check revisions, technical reports, special inspection documents, or outside-agency approvals before permit issuance.
- 06 Pay permit and plan review fees, then obtain the issued permit before starting work.
- 07 Hold required pre-construction meetings when applicable, complete inspections during construction, and obtain final approval.
