When a permit is required
Permit triggers and exempt work for American Canyon
The City states that home improvement projects beyond simple repairs may require permits, and a residential remodel should be expected to need building, electrical, plumbing, and mechanical permits as applicable. City fees are collected before issuance of permits authorizing construction, alteration, or demolition of structures or related plumbing, mechanical, and electrical systems.
- Exempt One-story detached accessory structures used as tool sheds, storage sheds, playhouses, and similar uses when the floor area does not exceed 120 square feet
- Exempt Under the residential code amendment, the exempt one-story detached accessory structure also must not exceed 15 feet in height, or the limit in the local zoning ordinance
- Exempt Painted non-illuminated signs not exceeding 9 square feet
- Exempt Temporary signs announcing sale or rent of property not exceeding 9 square feet
- Exempt Signs erected by transportation authorities
- Exempt Projecting signs not exceeding 2.5 square feet
- Exempt Changing moveable parts of an approved sign, or repainting or repositioning approved display matter
Note: Even exempt accessory structures may still be regulated by zoning and by the cited wildfire and habitable-space provisions in the local code. The City also warns that projects beyond simple repairs may still require trade permits, so applicants should confirm scope with the Building Division before starting work.

- The City checklist lists the codes enforced as of May 2024: 2022 California Building, Residential, Electrical, Mechanical, Plumbing, Green, and Energy Codes, plus the American Canyon Municipal Code. Local amendments were adopted by Ordinance 2022-05.
- Permit validity
- A permit expires if work is not commenced within 12 months, or if work is suspended or abandoned for 180 days after starting. The Building Official may grant one written extension of up to 180 days for good cause. The maximum permit life is 3 years. Reactivation after expiration is subject to fees.
- Owner-builder
- The City allows property owners to build an ADU themselves and provides an owner-builder permit application form online. For owner-builder projects, plans still must comply with the Building Code.
- Contractor requirements
- The City fee schedule states all contractors, subcontractors, and other trades must hold a valid City of American Canyon business license while working in the city. State contractor licensing requirements still apply under California law.
Application process
Typical processing: Standard initial plan review targets shown by the City and BPR are 10 business days for new commercial, industrial, and residential buildings; 5 business days for remodels, renovations, and additions; 15 business days for large high-density multifamily and industrial projects. The commercial permit page separately states large-plan applications receive first review within 21 business days.
- 01 Review the City building permit checklist and gather project information, plans, and any required supporting documents such as site plans, structural details, soils reports, structural calculations, and Title 24 energy documentation when applicable.
- 02 Submit the building permit application online through the City's OpenGov portal. Residential and commercial applications are routed there; some related forms are handled through Laserfiche. Commercial submittals over 10 MB must be mailed or sent by share file or Dropbox link.
- 03 City staff reviews the application for completeness and calculates fees. The City emails a payment link; after payment, the applicant receives a receipt and permit number. If corrections are required, the City issues a comment letter and accepts resubmittals through its revision and resubmittal process.
- 04 After approval, the City emails approved plans and the building permit card. Do not start work until the permit is issued. Keep approved plans and the inspection card on site.
- 05 Schedule inspections during construction and obtain final inspections before occupancy or permit closeout. For commercial occupancy, Building, Fire, Public Works, and Planning must clear the project before a certificate of occupancy is issued.

American Canyon building permit fees
Building and planning fees in Sections 2 through 8 must be paid before permit issuance. The City's permit pages say staff emails a payment link after review. For certain commercial occupancy requests, applications received after 12:00 p.m. PST are processed the next business day.
