When a permit is required
Permit triggers and exempt work for Lemoore
The city says approvals are required for new structures and for installation or replacement of items including patios, storage buildings, carports, air-conditioning replacements, and reroofing. Most construction requiring plan review must be submitted electronically.
Note: Minor work categories exempt from permit are governed primarily by the adopted California Building Standards Code, but the City of Lemoore permit pages reviewed do not publish a local exemption handout. Because the city publicly highlights that permits are required for many routine items such as patios, storage buildings, carports, HVAC replacements, and reroofing, applicants should not assume residential accessory or replacement work is exempt. Confirm exemption status with the Building Division before starting work, especially for structural, mechanical, electrical, plumbing, reroof, patio, and accessory-structure work.

- City Council adopted the 2022 California Building Standards Code effective January 1, 2023. The Building Division page says the city is working under the 2022 California Building, Plumbing, Mechanical, and National Electrical Code, with 2025 code updates effective January 1, 2025.
- Owner-builder
- Lemoore uses an owner-builder verification form. The city warns that the owner-builder is the responsible party of record and states the permit will not be issued until the verification is returned.
- Contractor requirements
- The city's owner-builder notice states contractors must be licensed and bonded, must have a city and or county business license, and must place their license number on permit applications.
Application process
Application → plan check → issuance → inspection → final
- 01 Confirm the project with the Building Division before starting work; the city states approvals are needed for new structures and also common projects such as patios, storage buildings, carports, HVAC replacements, and reroofing.
- 02 Create or log into the EnerGov portal and start the permit application online.
- 03 Upload the required application materials. The city's plan-check sheet says plan submittals are electronic in PDF form and require a completed permit application, project valuation, and plans or calculations appropriate to the project scope.
- 04 Provide any specialty documents that apply, such as Title 24 documentation, truss engineering, grading plans, demolition release from the San Joaquin Valley Air Pollution Control District, or Kings County Health Department clearance.
- 05 If applying as an owner-builder, return the owner-builder verification; the city's form says the permit will not be issued until that verification is returned.
- 06 Pay the applicable permit and plan-check fees. For project-specific permits, the current fee schedule states a $75 prepayment is required with application.
- 07 After permit issuance, schedule inspections through the portal or by email at permits@lemoore.com for portal-issued permits. Requests received by 4:30 p.m. are scheduled for the following business day.
- 08 Complete required inspections and obtain final approval.
