City of Holtville

The city states a building permit is required to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure within Holtville. The infographic also specifically calls out solar panels, residential roof coverings, pools and spas, porches, awnings, canopies, carports, exterior door and window replacement, and storage sheds or similar accessory structures over 10 x 10 feet.

Note: The city infographic says permits are still required for structural additions and alterations and for trade work including electrical, plumbing, mechanical, and heating and cooling installation, alteration, or repair. It also states an encroachment permit is required for work within city right-of-way, including sidewalks, curb and gutters, and driveway approaches.

Building code

The Building Department says it enforces City, State, and Federal Building and Safety Code regulations. In the City of Holtville 2025 General Plan Annual Progress Report, the city states it used the 2022 building standards code from January 1, 2023 through 2025, and now uses the 2025 building standards code effective January 1, 2026.

Owner-builder

The city states a homeowner may be issued a permit to perform work if they own and occupy the home.

Contractor requirements

The city states contractors performing permitted work must have a current California CSLB license, and the Holtville infographic also states a City of Holtville business license is required. The permit form requests both contractor license number and business license number.

The city posts permit fees separately and the development impact fee form says listed city fees must be paid directly to the City of Holtville at 121 West Fifth Street before building permit issuance.

City office hours are Monday through Friday, 8:00 AM to 12:00 PM and 1:00 PM to 5:00 PM.
