When a permit is required
Permit triggers and exempt work for Brawley
The city's posted permit application is used for new residential, new commercial, new industrial, pool, demolition, remodel residential, remodel commercial, remodel industrial, school-related work, and signed permit categories including building, plumbing, electrical, mechanical, and right-of-way. The business-opening guide also says encroachment permits and building permits may be required, and the zoning ordinance requires sign permits before most signs are erected.
Note: No general city handout listing building work exempt from permit was located in the reviewed Brawley Building Division materials. The zoning ordinance states temporary signs described in Section 27.218 do not require a sign permit, although an encroachment permit is still required if the sign is placed in city or state street or highway right-of-way. Do not assume standard California permit exemptions apply unchanged in Brawley without confirmation.
- Legal description or assessor parcel number
- Owner and contractor information
- Contractor license number
- Architect or engineer information if applicable
- Project valuation
- Occupancy and use information
- Work description
- Required signatures
- Complete plans and specifications and engineering calculations if required for sign permits
- Additional plans and supporting documents as confirmed by the Building Division for the specific scope
- Building code
- Current city webpages for fire and UST permitting reference the 2025 California Fire Code and 2025 California Building Code. However, a citywide building-division page or ordinance page clearly identifying the full adopted Title 24 package was not located in the reviewed public materials, so confirm the exact code set and any local amendments with the Building Division before final design or submittal.
- Permit validity
- The posted building permit application includes a notice stating every permit becomes invalid unless work is commenced within 180 days after issuance, or if work is suspended or abandoned for 180 days after work is started. Because the city's other public materials reference newer California code cycles, confirm with the Building Division whether that posted 180-day notice is still the city's current rule for the permit type.
- Owner-builder
- The application includes a signature line for owner-builder, but no separate public owner-builder instruction sheet was located in the reviewed materials.
- Contractor requirements
- The Building Division states all contractors must obtain a City contractor business license before doing work in the city. The permit form also requires contractor license information. For specialized fire or UST work, the city's fire guidance requires current state licensing, workers' compensation coverage, and a city business license.

Application process
Application → plan check → issuance → inspection → final
- 01 Confirm zoning and project constraints first. For business or land-development projects, the city's Doing Business in Brawley brochure directs applicants to contact Planning before moving forward, and notes that zone changes or conditional use permits may be required.
- 02 Complete the City of Brawley building permit application with owner, contractor, architect or engineer, valuation, occupancy, use, and work-description information.
- 03 If a contractor will perform the work, obtain a City contractor business license before working in Brawley.
- 04 Submit the application and supporting materials through the Building Division. The city publishes PDF application forms and lists the Building Division counter and phone number, but no public online permit-submittal workflow was located.
- 05 Coordinate review, fee payment, permit issuance, and inspections with the Building Division. If a meeting with the Building Official is needed, the Development Services page says appointments should be scheduled in advance by email or phone.
- 06 Obtain final inspection approval before occupancy or use where applicable.
