Permit triggers and exempt work for Douglas
Douglas says a permit is required for most construction, electrical, plumbing, and mechanical work. Room additions, new roofs, fencing, and water heater replacements are common permit-triggering projects for residential work; HVAC systems and mini-splits are common for commercial work.
Note: Douglas's public FAQ pages reviewed for this memo do not publish a full exemption table. Because the City says permits are required for most construction and trade work, applicants should confirm any claimed exemption directly with Development Services.

- Douglas says property owners may perform work on their own residence if they occupy the home, but if the home is or is being planned to rent or sell, a licensed contractor is needed for non-cosmetic work.
