Owner-builder
The city states permits may be issued to licensed contractors and property owners acting as owner-builders. City guidance says owner-builders are expected to have the same code and construction competency, must work on their own principal residence occupied for at least 12 months, and are limited to not more than two such properties in a three-year period for resale use.

Only contractors with the appropriate California license classification and property owners may be issued permits. The city also references AB 2622 effective January 1, 2025: small work under $1,000 may be unlicensed only when no workers are hired and no permit is required.
