County permits are issued only for properties outside the Cities of Yuba City and Live Oak (that is, unincorporated Sutter County areas).

Application Process
- Confirm the project is in unincorporated Sutter County and not inside Yuba City or Live Oak.
- Prepare a Building Permit Application and required supporting materials and checklists.
- Submit through eTRAKiT online, by hand at 1130 Civic Center Blvd, or by mail to the same address.
- Pay required fees and wait for the official building permit to be issued.
- Schedule inspections after permit issuance.
- Complete required inspections and obtain final inspection approval.

General Requirements
Section 105.1 of the California Building Code requires a permit before constructing, altering, repairing, moving, demolishing, or changing occupancy of regulated structures and systems.

- Owner-builder
- The county requires owner-builder declaration and license-exemption declaration language in the permit package. Owner-builders are also warned that owner-built structures may not be legally sold within one year unless constructed through licensed contractors, subject to stated exceptions.
- Contractor requirements
- Permit applicants must be a California licensed contractor, authorized agent, or property owner using the stated owner exemption. Work without a permit can trigger a 1.5x fee penalty and referral to the Contractors State Licensing Board.

- 65% of the building permit fee.
- Permit fee formula
- $1.00-$9,000: $280 minimum; $9,001-$25,000: $280 + $24.60 per each additional $1,000 or fraction; $25,001-$50,000: $845.80 + $17.56 per each additional $1,000 or fraction; $50,001-$100,000: $1,284.80 + $12.16 per each additional $1,000 or fraction; $100,001-$500,000: $1,892.80 + $9.12 per each additional $1,000 or fraction; $500,001-$1,000,000: $5,540.80 + $8.24 per each additional $1,000 or fraction; $1,000,001+: $9,660.80 + $5.46 per each additional $1,000 or fraction.
- Reinspection fee
- $123 after two failed inspections.
- Penalty (no permit)
- Work done without a permit: permit fee plus one-half of the permit fee.
- Payment note
- Some permit types may include separate add-on fees, including Planning site plan review at $374 and Environmental Health review at $151 where those reviews apply. Permit reinstatement fee is listed at $183.

Work That Does NOT Require a Permit
- One-story detached accessory structures such as sheds, playhouses, and shade structures that are 120 square feet or less, subject to setbacks.
- Fences not over 7 feet tall.
- Retaining walls not over 4 feet tall.
- Ground-level water tanks not exceeding 5,000 gallons.
- Sidewalks and driveways not more than 30 inches above grade and not part of an accessible route.
- Painting, flooring, cabinet work, and similar finish work.
- Above-ground pools under 5,000 gallons and not more than 24 inches deep.
- Agricultural shade cloth structures.
- Window awnings projecting less than 54 inches.
- Replacing light switches, light fixtures, and plumbing fixtures.
- Window glass replacement only.
- Decks 200 square feet or less, unattached, and not more than 30 inches above grade.
Important: Some exempt items may still require planning review, grading, setback, or utility approvals depending on project context. Any work that otherwise falls under California Building Code definitions should be confirmed with the department before starting.

Typical inspection sequence: Permit issuance occurs before inspection scheduling. Final inspection cannot be scheduled in eTRAKiT and must be scheduled by phone.
