Application Process
- Contact Building & Code Enforcement for an initial work review.
- Pick up or request a building permit application packet from the city permit counter.
- Complete the permit application and submit required plans and supporting documents.
- For new buildings, remodels, and additions, submit three plan sets including the permit application, plot plan, floor plans, exterior elevations, foundation and framing information, and roof and sectional documents.
- Include energy forms, smoke detector notes, structural calculations where required, and required signatures and stamps.
- Pay fees and any required impact-fee letters, then request inspections as work progresses.
General Requirements
Permits are required for most home improvements and structural work including additions, removals, re-roofing, room changes, patios, decks, pools and spas, electrical, mechanical, and plumbing work, remodeling, and signs. Permits must be issued before work begins.

- Permit validity
- Permit becomes null and void if work has not commenced or is abandoned within 180 days after issuance. The permit remains active if an inspection occurs at least every 180 days, and a 180-day extension may be requested.

- Owner-builder
- Owner-builder permits may be issued only for single-family dwellings in R-1 and R-2 zones. The owner must submit a list of all assisting individuals and provide proof of legal ownership. After three failed inspections, the owner may be required to use a licensed contractor.
- Contractor requirements
- Except for stated owner-builder cases, permits may be issued only to properly licensed contractors with the appropriate license classification for the work.

- Plan check fee
- Plan review is included as a separate component in the published fee examples.
- Permit fee formula
- The fee sheet uses valuation-based and per-square-foot fees by permit type, including examples such as $122.46 per square foot for new residential work and $40.82 per square foot for remodel work. The FAQ also gives sample valuation math for tenant improvements and bedroom additions.
- Payment note
- Impact fees, including school and Sutter County impact fees, are typically due before permit issuance and require separate compliance or payment steps.

Work That Does NOT Require a Permit
- Detached accessory structures for tools, storage, or playhouse-type use that are 120 square feet or less, within code limits.
- Painting, papering, carpeting, flooring, and similar finish work.
- Fences not over 6 feet high.
Important: Even exempt projects can require separate electrical, plumbing, or mechanical permits. Planning approval may still be needed for some work.
