- Return the signed permit and receipt as required.
- Schedule inspection through the portal or by phone after permit issuance.
- Build only after permit and notices are issued or accepted.

General Requirements
City guidance says remodeling, additions or removals of square footage, signs, electrical, plumbing, mechanical work, or major exterior or structural changes generally require a permit.
Required Documents
- City permit or checklist packet for the specific permit type
- Owner or ownership details
- Plans, project description, valuation, and site data
- Authorized Agent form if applicable
- Owner-Builder form if no contractor is used
- California contractor license information when a contractor is used
- Permit validity
- Development permits and approvals under Article IX Section 6.30.060 expire if not exercised within 24 months, with extension paths available. Permits issued to correct code violations are valid 90 days unless extended.
- Building code
- 2022 California Building and Residential Codes with local amendments; city materials also note implementation of the 2025 California code cycle effective January 1, 2026, which should be confirmed at submission
- Owner-builder
- An owner-builder form is required when no contractor is used on a major permit checklist.
- Contractor requirements
- Contractors must provide California license number, class, and expiration on applications, and the city requires a valid Grover Beach Business Tax Certificate before permit issuance.
Fees
- Minimum permit fee
- The fee tables do not publish one universal minimum. Visible low-end permit lines include water heater permits at $62 and many HVAC and other categories starting around $93 to $201 depending on type.
- Plan check fee
- Common permit entries state that applicable inspection and plan review fees are included, and the city may also use deposits from the master fee schedule based on project scope.
- Permit fee formula
- Fee structure is mixed and itemized. Common permit categories use flat permit amounts, while major permit categories use base-plus-increment and area-based tables with review and inspection pricing.
- Reinspection fee
- Extra or partial inspection: $89 per inspection. Reinspection fee starts on the third visit or more at $89. Missed inspection fee: $89.
- Payment note
- Online submittals should not include payment until staff authorizes it. For some quick permit processes, payment instructions include in-office credit card payments and mail, drop-off, or in-person options.
Fees change. Verify current amounts at the official fee schedule (effective July 1, 2025).
Work That Does NOT Require a Permit
- Sheds with a footprint of 120 square feet or less, less than 10 feet high, and with no electrical, mechanical, or plumbing work
- Fences 6 feet or less in height
Important: Even when a building permit is not required, projects must still meet Development Code dimensional standards, including setback, height, open design, zoning, and coastal constraints. Work that adds square footage or includes signs or electrical, plumbing, or mechanical scope generally requires a permit.
