  • Electrical, mechanical, and plumbing plans as applicable
  • Energy calculations and structural calculations where required

Owner-builder
The city provides an owner-builder program and distinguishes owner-as-worker, owner-as-contractor, and owner-as-employer roles with different legal and financial risks.
Contractor requirements
Contractor name, license, and classification are part of permit intake, and the city warns against unlicensed work.

Fees

Plan check fee
Plan check is billed as part of the building permit package and is required before plan review starts.
Permit fee formula
Fees are valuation-, size-, and permit-type-based, using a base fee plus per-100-square-foot increments with separate plan-check and inspection components combined into the total.
Reinspection fee
Compliance inspections and reinspections are listed in the fee schedule at about $399 for the FY 2025-26 inspections line item.
Penalty (no permit)
Reinspections may trigger additional fees when correction work is incomplete.
Payment note
Plan check fees are due before review, and the city provides an online payment option through its payment portal.

Fees change. Verify current amounts at the official fee schedule.

Work That Does NOT Require a Permit

  • Seasonal sale of pumpkins and Christmas trees does not require a building or fire permit per city standard
  • Permanent signs generally require a sign permit and still require building permit compliance for installation

Important: Exemptions are narrow and project-specific. Ancillary uses within an otherwise exempt seasonal sales lot, such as tents, canopies, or fuel storage, may still require permits. Confirm edge cases with the Building Division before starting.

Inspections

How to Schedule

Scheduling deadline
Requests are accepted by 4:00 PM on the business day immediately before the inspection.
Inspection hours
Inspections are scheduled Monday, Wednesday, and Friday.

Typical inspection sequence: Inspections are tied to permit work stages and must be requested when work reaches required milestones. Final approval may also require Community Development or Engineering confirmations in addition to Building Division inspections.
