General Requirements

Stockton follows the California Building Code framework and generally requires permits for constructing, altering, repairing, moving, changing occupancy or use, and for covered electrical, mechanical, and plumbing work.

Required Documents

  • Complete permit application
  • Project address and owner information
  • Construction drawing package
  • Plan calculations where required
  • Energy forms
  • Flood elevation certificates where applicable
  • Plan check deposit and related fees
Permit validity
A permit becomes void if work is not commenced with at least one approved inspection within 365 days. Suspension or abandonment for 180 days affects permit status, and restarting work may require a new permit with partial fees depending on project history.
Building code
Current California Building and Residential Code editions, with municipal code references showing 2025 CBC and CRC language
Owner-builder
Owner-builder declarations are required when permits are filed in the owner's name, and city forms warn owners that they assume direct construction responsibility and related legal and financial risks.
Contractor requirements
Residential permit documents require licensed contractors for many permit types unless the owner-builder exception applies, and city forms reiterate that contractors must be licensed and bonded with license numbers listed.

Fees

Minimum permit fee
$75.00 minimum building permit fee row, with a $32.00 low plan-check entry shown in the schedule.
Plan check fee
Separate from permit fee. Residential work over $99,999 uses 42% of the building permit fee. Commercial plan check formula published in the schedule is 0.005553 per dollar over $100,000 plus $866, and 0.0042 plus $16,970 over $3,000,000.
Permit fee formula
Valuation-based structure. For published building permits over $100,000, the formula is 0.006787 per dollar over $100,000 plus $1,078.
Reinspection fee
Reinspection fees apply for incomplete work, access issues, permit-card issues, or plan-compliance problems. Overtime inspections are $295 base plus $104 per additional hour.
Payment note
Some permits can be paid through the online portal, while others are paid through the Permit Center depending on permit type.

Fees change. Verify current amounts at the official fee schedule (effective 2024-25).
