  • Site plan
  • Floor plans
  • Elevations
  • Architectural and structural sheets
  • Plumbing, mechanical, and electrical sheets
  • Structural or truss calculations as applicable

Permit validity
Permit applications expire after 180 days if no permit is issued. Issued permits are valid for 12 months unless work is suspended or abandoned for 180 or more days between required inspections. Extensions may be requested in writing.
Building code
City building, energy, plumbing, mechanical, and electrical codes adopted by reference, with city pages referencing the 2022-2025 code update cycle
Owner-builder
Applicants must indicate whether the work will be done by a licensed contractor or an owner-builder, and owner-builder forms require verification and acknowledgment of legal and financial responsibilities.
Contractor requirements
A contractor license is required unless an owner-builder exception applies. The city also advises applicants to use the contractor license verification process.

Fees

Plan check fee
Plan review fees are charged on the same basis as permit fees, either by fee schedule or reasonable service-cost determination by the building official.
Permit fee formula
Project valuation includes construction, finishes, fixtures, mechanical, electrical, plumbing, and equipment under Section 15.04.120. Permit fees are charged under the city fee schedule or by reasonable cost-of-service determination, and some categories use per-unit, per-1,000-square-foot, or per-square-foot formulas.
Penalty (no permit)
Work without a permit can trigger an investigation fee equal to the permit fee even if the permit is later denied.
Payment note
Plan check and related fees are payable at submittal under the city's plan review guidance.

Fees change. Verify current amounts at the official fee schedule.

Work That Does NOT Require a Permit

  • Some fences and detached accessory structures within size limits
  • Swings and some playground items in residential settings
  • Certain small platforms, paths, and driveway-type slab elements
  • Prefabricated small above-ground pools
  • Finish-only work such as painting, carpet, and flooring

Important: Even where work may be exempt under California Building Code Section 105.2, separate plumbing, electrical, or mechanical permits may still be required, zoning and setback rules still apply, and HOA or CC&R limits are separate from city permit rules.
