Required Documents

  • Completed Building Permit Application Four plan sets and supporting documents for plan review per project needs Engineering/energy calculations when required Applicant/property/contractor identification; authorization letter where applicable
Permit validity
City guidance indicates permit can become null/void if work is not commenced in a timely period or suspended/abandoned. Building permit FAQ/app notes indicate a 6-month expiration point where no passing inspection has occurred. Building permits page also notes a one-year/180-day extension framework (contact-building for current strictness by project type).
Building code
2022 California Building, Electrical, Mechanical, Plumbing, Energy, Fire, Residential and Green Codes as adopted by the State Building Standards Commission, plus local code implementation by the City.
Owner-builder
One- and two-family owner may pull permit for own work if owner-resided/occupancy intent is satisfied. Tenants cannot pull permits unless acting as authorized agent of owner/contractor. Property owners and contractors may pull permits; tenant-only applications are limited.
Contractor requirements
Permit for owner/builder or contractor pathway requires licensed contractor documentation for contractor-led projects; city commonly requires CA contractor license and business license/insurance in its process.

Permit fee formula
Municipal fee guidance is table-based and often valuation/square-footage based with separate line-item fees; the 2025 master schedule includes extensive valuation tables and separate flat-fee line items. Older city text also describes plan-check fees as a percentage-based component of building permit fees.

Work That Does NOT Require a Permit

  • Work often exempt from permits (examples from local code and guidance): Some minor interior or routine items (painting, decorating, floor covering, cabinet work) and certain minor non-structural/limited installations. Limited detached accessory structures and specific storage/utility exceptions. Some sign/awning/window-related limited cases and minor non-structural items under code-defined thresholds.

Important: Exempt work does not waive zoning/fire/other review, utility, or safety requirements. Municipal code exemptions are technical; applicants should confirm each scope with Building Division before starting.
