Application Process

General Requirements

Building work generally requires permits unless specifically exempt under California Building Code Appendix 1.05.2 and the City’s published permit exemption guidelines.

  • Completed permit application. Plan set (electronic). Building fees. Construction Waste Management Plan (for most new non-residential and most residential additions/alterations increasing conditioned area). School fee certificate process. SDG&E work order/disconnect letter if utilities are part of scope. Stormwater form/project submittal where required. Accessibility worksheet for qualifying non-residential tenant improvements. Permit validity
Plan check validity: 1 year after submission; 90-day extension possible with written approval. Permit validity: 1 year after issuance; 180-day extension possible with written approval. City notes plan-check extensions are not provided for applications filed prior to the January 1, 2026 CBC changeover.

Owner-builder
Permit application requires selecting Owner-Builder or Licensed Contractor. Owner-Builder permits are allowed under Health and Safety Code §19825 framework, with added disclosures and liability protections.
Contractor requirements
Licensed contractor applicants must provide CSLB license/class compliance. Owner-Builder applicants must provide signed exemption statement basis under Business and Professions Code §7031.5.

Reinspection fee
Reinspection fee: $88.00/inspection. Missed inspection: $88/occurrence. Some unbilled inspection types: minimum 0.5-hour at $88.00/hour equivalent.
Payment note
Plan check fees are due at plan submission; plan review does not begin until paid. Building permit fees and development impact fees are paid before permit issuance. City can assess special processing/investigation fees for work done without permits.

Work That Does NOT Require a Permit

  • Commonly listed exempt items include: One-story detached accessory structures ≤120 sf for certain Group R-3 accessory uses. Fences and non-illuminated signs not over 6 ft (planning approval may still be required). Retaining walls ≤4 ft (unless surcharge/impoundment related). Deck/porch/walkways with specific height/placement limits. Painting, papering, carpeting, cabinets/countertops, and similar finish work. Temporary stage/scenery items. Certain small pool, shade, fixture, and utility repairs.

Important: Many exempt items may still need plumbing/electrical/mechanical permits separately. Exempt construction can still be constrained by Zoning Code, historic review, and project-specific County approvals.
