General Requirements

City documents state the process as permit-first for construction/alteration work via PACO. Municipal code lists permit exemptions and confirms "exemption from permit requirements does not authorize code violations." At minimum, permit-exempt items include: One-story detached accessory structures used as tool/storage sheds/playhouses that do not exceed 120 sq ft and meet zoning setbacks/limitations (site/building code exception) Satellite dishes 3 ft or less (low-voltage only)

Required Documents

  • Owner/builder permit: owner/building declaration, permit application with job description, proof of property ownership. Contractor permit: permit application + project description, workers compensation certificate, CSLB information, current City business license. PACO submission requires uploaded electronic copies and any project-specific attachments requested by submittal.
Permit validity
Building permits generally start invalidity clock: new housing work must commence within 1 year; if construction is suspended/abandoned for 1 year, permit can become invalid. Maximum permit life is 2 years. If no final inspection by 2 years, permit becomes invalid and a new permit is required. Extensions may be requested in writing, generally up to 180-day increments when justified.
Building code
City Building Safety references the California Building Standards framework and currently references California Building Code as adopted by ordinance (most recent available municipal code text links to a 2025 edition reference in the City of El Cajon code page).
Owner-builder
Permit can be issued directly to owner; owner must provide owner/builder declaration and required documentation.
Contractor requirements
Licensed contractor route requires CSLB info and workers compensation. Also requires current City of El Cajon business license for contractor permit route.

Fees

Minimum permit fee
Issuance fee listed as $45.00; additional valuation-based building permit fee applies
Plan check fee
65% of the building permit fee (before other surcharges)
Reinspection fee

Work That Does NOT Require a Permit

  • Bulleted list of work NOT requiring a permit (as identified in adopted code excerpts and city-linked references): Small detached accessory storage/tool/play structures up to 120 square feet (subject to occupancy/placement and zoning limits) Satellite dishes 3 feet or less using only low-voltage wiring City note: permit-exempt work is still required to comply with other code provisions

Important: Exemptions are narrow; many projects still require permit review. Check current City of El Cajon code and forms library (owner-builder/permit check documents) for a complete exemption list and recent updates.
