City documents state the process as permit-first for construction/alteration work via PACO. Municipal code lists permit exemptions and confirms "exemption from permit requirements does not authorize code violations." At minimum, permit-exempt items include: One-story detached accessory structures used as tool/storage sheds/playhouses that do not exceed 120 sq ft and meet zoning setbacks/limitations (site/building code exception) Satellite dishes 3 ft or less (low-voltage only)

Contractor permit: permit application + project description, workers compensation certificate, CSLB information, current City business license. - Permit validity
- Building permits generally start invalidity clock: new housing work must commence within 1 year; if construction is suspended/abandoned for 1 year, permit can become invalid. Maximum permit life is 2 years. If no final inspection by 2 years, permit becomes invalid and a new permit is required.
