Typical processing time: The City does not publish a fixed generic review SLA on current permit pages. For general plan-check timing, legacy City FAQ advises asking the building counter at submission. Inspection pages state the city target is typically next-day when possible but high volume and system transition can delay that.

General Requirements

City code requires a permit before constructing, enlarging, altering, repairing, moving, removing, converting, or demolishing regulated building work unless specifically exempt. Exemption page linked by the city: Form 4551. Most building and land-development work is reviewed against Code-adopting zoning/planning requirements before final build release.

Required Documents

  • Building permit application (municipal form/worksheet; legal description/APN/occupancy/use/valuation details required). Plans/specifications/engineering info as required for the project scope. Water and sewer verification for new buildings. Utility, safety, environmental, and hazard-related docs where applicable (for example SDG&E letter, cal/OSHA, environmental/health plans if required by scope). Signed application; owner information; contractor information where used.
Permit validity
Permit applications expire if no permit is issued within 12 months (unless extended by the Building Official). Issued permits expire if work is not commenced within 12 months, or if work is suspended/abandoned for 180 days. Extensions are available by permittee request under the Master Fee Schedule.
Building code
Building-related technical codes include Chula Vista Municipal Code Chapter 15.06 and adopted references including the 2022 California Building Code, Residential Code, Mechanical Code, Plumbing Code, Energy Code, and related referenced standards.
Owner-builder
Property owners may obtain permits and do owner-builder work if not offering/selling within one year (owner-builder permit concept on file). Owner-builder permit still requires property-owner signed owner-builder disclaimer/owner-builder documentation before permit issuance.
Contractor requirements
General contractors/authorized contractors must comply with city business license requirements and may be subject to reporting requirements for qualifying large projects (including CSLB and city license numbers under the Construction Contractor/Subcontractor Reporting Ordinance). Non-compliant contractor reporting can pause inspections.

Fees

Minimum permit fee
Not published as a single statewide minimum on current Chula Vista pages; minimum plan/building fees are tied to permit type and scope.

Value/size/complexity-based schedule in municipal fee tables. Separate permit fee and plan review fee; additional plan review applies when plans change or deferred submittals are revised.

Work That Does NOT Require a Permit

  • Small detached tool/storage sheds and playhouses up to 120 sq ft. Small detached patio covers up to limits (project-specific size/height caps). Fences up to 72 in. and masonry walls up to 48 in. in base form. Minor maintenance/replacement work in limited cases, and other categories listed in the Municipal Code and Form 4551.

Important: Exemption from building permit does not automatically remove need for plumbing/electrical/mechanical permits. Some uses still need planning review, fire review, right-of-way approvals, or other agency permits.
