Permit Authority

The City of Needles Building and Safety Department manages the City of Needles permit system and provides plan review and building inspection services within city limits. San Bernardino County agencies may still review separate items such as fire plan checks where applicable.

Application Process

  1. Confirm the project is inside Needles city limits and review the city's building permit page for code cycle, plan submittal expectations, owner-builder rules, and fee framework.
  2. Prepare the application. The city says a complete permit application must include the project address, APN, owner information, contractor information if applicable, scope of work, total project valuation, and signature.
  3. Prepare plans and supporting documents. Needles says two full-size plan sets minimum should be submitted, and its web page also states PDF versions of all plans are preferred for online submissions. Depending on the project, this can include site plan, floor plan, plumbing, electrical, mechanical, framing details, reduced-size site plan, soils report, structural calculations, truss calculations, Title 24 energy forms, and fire sprinkler plans.
  4. Submit through the city's iWorQ portal or by the city's accepted plan submittal method for the project. The permit application form includes permit types for combination, building, remodel, electrical, plumbing, mechanical, solar, grading, retaining wall, parking lot, demolition, moving, and other work.
  5. Pay the required plan check fee at submittal. The city states a plan review fee is due when the permit application is submitted.
  6. Respond to corrections and obtain any outside approvals. City materials indicate school fees, impact fees, and other agency requirements may apply at issuance; San Bernardino County Fire requires electronic EZOP submittal for fire plan reviews when applicable.
  7. After approval, pay remaining permit fees and obtain permit issuance before starting work.
  8. Request inspections as construction progresses by phone, fax, or email using the city's inspection request form, submitted by 9:00 p.m. the night before the requested inspection date.

Typical processing time: The city's adopted 2021-2029 Housing Element states that, for most single-family projects on properly zoned property that do not require a use permit, plans can be reviewed and permits issued in approximately one week. More complex projects can take longer.

General Requirements

Needles states the Building and Safety Department reviews construction plans before work begins and manages the city's permit system. Its construction permit application covers combination, building, remodel, electrical, plumbing, mechanical, solar, grading, retaining wall, parking lot, demolition, moving, and other construction work. The city also states a permit is required before the authorized work starts and that permit validity runs from issuance.

Permit validity
The city states plans left for checking expire after 180 days unless a written extension is requested and granted by the Building Official. It also states every permit issued becomes invalid unless work starts within 180 days after issuance, or if work is suspended or abandoned for 180 days after commencement. The Building Official may grant written extensions for periods not exceeding 180 days each.
Building code
Needles states that as of January 1, 2023, it implements the 2022 California Building Standards Code and California Code of Regulations, Title 24 statewide. The Building and Safety page also states the department enforces the California Building Code, Needles Municipal Code, electrical, mechanical, and plumbing code, and other relevant county, state, and federal health and safety provisions. As of March 21, 2026, I did not locate a newer city-posted building code adoption page on the official site, so applicants should confirm the currently enforced code cycle for new submittals.
Owner-builder
Needles states an owner-builder must be improving their principal residence and must have occupied it for 12 months before completion of the work. The homeowner may not construct and then sell more than two structures during any three-year period. The city also says owner-builders are the responsible party on the permit and will be asked to sign a verification form.
Contractor requirements
The city states contractors are required by law to be licensed and bonded by the State of California, to hold a City of Needles business license, and to place their California license number on permit applications.

Plan check fee
Building plan check fee is 65% of the building permit fee. Building plan check extension fee is $157 per applicant. Extra plan check beyond the third review is listed at $314 per inspection.
Permit fee formula
Building permit / inspection fee is valuation-based at `0.0162 x value`, with valuation determined by the current California Building Code building valuation data table. Right-of-way plan check and inspection fees are percentage-based. Several other permit types are flat-fee or deposit-based.
Reinspection fee
Other inspections and fees are billed at $240 per hour, including inspections outside normal business hours with a 2-hour minimum, inspections with no fee specifically indicated with a 1/2-hour minimum, and additional plan review required by changes, additions, or revisions with a 1/2-hour minimum. Building permit extension fee is $157 per applicant.
Payment note
The city materials reviewed here state that plan review fees are due at application submittal and remaining permit, school district, impact, and related fees may be due at permit issuance. I did not locate a published online payment processing policy on the official city permit pages reviewed.

Work That Does NOT Require a Permit

  • Needles does not appear to publish a city-specific exemption handout on the official permit pages reviewed
  • Because the city states it enforces the 2022 California Building Standards Code, baseline California code exemptions generally include one-story detached accessory structures not over 120 square feet, fences not over 7 feet high, retaining walls not over 4 feet high unless supporting a surcharge, sidewalks and driveways, certain finish work such as painting and cabinets, shallow prefabricated pools, playground equipment, and limited minor electrical, plumbing, and mechanical work

Important: Permit exemptions do not waive compliance with zoning, fire, floodplain, utility, environmental health, right-of-way, or other applicable laws. Needles also references other relevant county, state, and federal codes, and separate San Bernardino County Fire review may still be required for some projects. Applicants should confirm any claimed exemption directly with Needles Building and Safety before starting work.
