Application Process

  1. Confirm zoning and site constraints with the Planning Division before preparing plans, especially for use, setbacks, height, easements, floodplain issues, and historic review on Main Street historic district properties.
  2. Submit a completed building permit application through the City portal or in person at City Hall with the project description, legal address, owner and applicant details, contractor or design professional information, declarations, valuation, and plans if required.
  3. Pay pre-plan-check and other applicable submittal fees. The City states plan review fees are due at application submittal.
  4. The Building Division coordinates concurrent review with City departments and outside agencies or districts.
  5. Revise and resubmit if corrections are issued.
  6. After approvals, the owner, licensed contractor, or authorized representative pays remaining fees, signs the permit, and receives the field set of plans and inspection card.
  7. Construction may start only after permit issuance. Schedule inspections as work progresses and obtain final approval and any required certificate of occupancy before occupancy.
  8. For Main Street historic district exterior work, obtain a Certificate of Appropriateness in addition to any required building permit before work begins.

Typical processing time: First plan review is usually completed within 2 to 3 weeks from submittal. Over-the-counter review may be available for basic repair and replacement work.

General Requirements

The City states most new construction, remodeling, repairs, and most electrical, plumbing, mechanical, insulation, reroofing, window and door changes, pools and spas, sheds, decks and patio covers, HVAC, siding, retaining walls, and similar work require permits.

Permit validity
Plan checks expire 180 days after approval if the permit is not issued, with a one-time extension of up to 180 days if requested before expiration. Issued permits expire if work does not start within 180 days or if work stops for more than 180 days. A permit can remain active if inspections are passed at least every 180 days, up to a maximum of 2 years, unless completed sooner. Expired permits under 1 year may be reinstated; permits expired more than 1 year generally require a new full permit and resubmittal.
Building code
City-published building materials reviewed in March 2026 still reference the 2019 California Building, Residential, Electrical, Plumbing, Mechanical, Fire, Green Building, and Energy Codes, plus FEMA flood-resistant provisions.
Owner-builder
Owner-builders assume full responsibility for the job, inspections, compliance, and payment issues. Additional resale, occupancy, and project-count limits apply under the City owner-builder materials.
Contractor requirements
A property owner or a California-licensed contractor may obtain permits. City materials state anyone bidding or contracting for work valued at $500 or more must be licensed by CSLB, and contractors with expired licenses are not eligible to submit the live permit form.

Fees

Minimum permit fee
$155.00 for valuation-fee permits not otherwise listed.
Plan check fee
The published fee schedule contains two statements: one section says building life-safety plan review is 75% of the building permit fee, and another says plan review is 70% of the building permit fee. The same schedule also lists Title 24 energy review at 10% of the building permit fee, disabled-access review at 15% where applicable, and CALGreen review at 15%.
Permit fee formula
Mixed. The City uses valuation-based fees for many building permits and flat fees for listed permit types. Electrical, plumbing, and mechanical permits can also be valuation-based. State fees, technology surcharge, issuance fees, and specialty review fees may apply.
Reinspection fee
$155.00. Permit extension request review fee is $77.50 and plan check extension request review fee is $77.50.
Penalty (no permit)
Inspection of work completed without permit is 2x permit fee. Expired permits under 6 months may be reactivated at 50% of the building permit or plan review fee, while permits expired over 1 year generally require new fees and submittals.
Payment note
Plan check fees are payable at application submittal. Final fee amounts are preliminary until review is complete, and staff will call when the permit is ready so the applicant can pay fees, sign the permit, and pick up the approved field set and inspection card.

Work That Does NOT Require a Permit

  • One-story detached accessory structures not over 120 square feet
  • Fences not over 7 feet high
  • Retaining walls not over 4 feet high measured from bottom of footing to top of wall, unless supporting a surcharge
  • Sidewalks and driveways
  • Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
  • Prefabricated swimming pools less than 24 inches deep
  • Decks not exceeding 200 square feet, not more than 30 inches above grade, not attached to a dwelling, and not serving the required exit door

Important: The City recommends Planning, Fire Prevention, and Public Works approval even when a building permit is not required, and notes a plot plan may still be required. Fence height can also be further limited on corner lots and near right-of-way obstructions.

Typical inspection sequence: Typical inspections include ground plumbing where applicable, floodplain or foundation, slab, under-floor frame, under-floor insulation, shear and roof deck nailing, rough frame with related trades, lath, insulation, drywall, gas test, other required specialty inspections, and finals for structural, electrical, plumbing, mechanical, and grading before final building approval and occupancy.
