Application Process

General Requirements
A permit is required before constructing, enlarging, altering, repairing, moving, demolishing, or changing occupancy of a building or structure, or installing, enlarging, altering, repairing, removing, or replacing regulated electrical, gas, mechanical, or plumbing systems. Emergency repairs still require application by the next working business day.

- Owner-builders must sign the statutory declaration and complete the City owner-builder notice and acknowledgment process before permit issuance. The owner may perform the work, use their own employees, or contract exclusively with licensed contractors, but assumes responsibility and potential liability as owner-builder.
- Contractor requirements
- Permit applicants must either provide a valid California contractor license or claim a lawful exemption. Licensed contractors must declare their license is in full force and effect and provide workers compensation information unless exempt.

- Minimum permit fee
- $85.00 for many minor building, electrical, mechanical, and plumbing permit categories; valuation-based and new construction fees vary by table.
- Plan check fee
- For major permit tables, the permit fee includes plan review and inspections, with 60% collected at submittal for plan review and 40% at permit issuance for inspections. Additional plan review after the second review is charged at hourly rate.
- Permit fee formula
- Mixed. Elk Grove uses valuation, square-footage, and category-based schedules for major permits and flat or unit-based fees for many minor permits. Development impact fees are generally due at building permit issuance.
- Trade permit fee
- $85.00 for many minor electrical, mechanical, and plumbing permit categories.
- Reinspection fee
- $125.00. Investigative inspections are billed at hourly rates.
- Penalty (no permit)
- Work performed without required permits is subject to a penalty of 3x permit fees, plus additional hourly charges for investigative work. The fee booklet lists a $530 minimum for major investigative work.
- Payment note
- Minor permit applicants pay through eTRAKiT. For major permit schedules, the plan review portion is paid at submittal and the inspection portion at issuance.

Work That Does NOT Require a Permit
- One-story detached accessory structures such as tool sheds or playhouses not over 120 square feet
- Fences not over 7 feet high
- Retaining walls not over 4 feet high unless supporting surcharge or impounding specified liquids
- Ground-supported water tanks not over 5,000 gallons and meeting stated height to width ratio limits
- Sidewalks and driveways not more than 30 inches above adjacent grade, not over a basement or story below, and not part of an accessible route
- Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Certain shallow above-ground prefabricated pools accessory to Group R-3 occupancy
- Certain window awnings, playground equipment, and nonfixed movable fixtures under stated limits
- Minor electrical repair work, portable equipment connections, and temporary testing systems
- Portable heating, ventilation, cooling, and similar limited gas or mechanical items listed by the City
- Minor plumbing leak repairs and stoppage clearing that do not require replacement or rearrangement of concealed piping, valves, or fixtures
Important: Exemptions do not authorize code violations. Exempt work must still comply with applicable codes and laws, and zoning rules may still apply.
