Application Process
- Confirm the property is inside Temecula city limits using the city's "Am I in the City of Temecula" tool, and check zoning or special development constraints before preparing the permit package.
- Create a CSS account at least about a week before submittal. Temecula says applicants should register in advance, and all digital plans must be submitted online.
- Review the applicable minimum submittal requirements, digital submittal rules, and project handouts. Temecula posts separate submittal guidance by project type.
- Complete the Building Permit Application and assemble plans and supporting documents. Depending on project type, this can include plan sets, structural calculations, soils or geotechnical reports, Title 24 energy documents, owner-builder paperwork, WQMP materials, and outside-agency approvals.
- Submit the application and plan package through CSS. Temecula states certain permit classes must be submitted digitally, including new commercial or industrial buildings, commercial tenant improvements, new tract homes, new custom homes, and residential or commercial photovoltaic systems.
- Pay required initial fees and respond to plan check comments if corrections are issued. The city says initial plan review fees are due at submittal, and corrected re-submittals are reviewed after deficiencies are addressed.
- Obtain all required clearances and pay remaining fees before permit issuance. Temecula notes clearances may be required from Planning, Fire, Land Development, utilities, Riverside County health agencies, school district, and other agencies depending on the project.
- Keep the issued permit, approved plans, and job card on site, then request inspections as work progresses through the required stages and obtain final approval.
Typical processing time: Temecula's Plan Review page lists initial submittal review at 10-12 business days and 2nd/3rd/etc. re-submittals or revisions at 5-7 business days, with delays possible for incomplete applications.

General Requirements
Temecula Building & Safety handles plan check, permits, and inspections for building permits in the city, and the city specifically states that projects involving electrical, mechanical, plumbing, or structural work, including interior walls, require a building permit. In practice, permits are required for new construction, additions, remodels, tenant improvements, reroofs, pools and spas, solar, accessory structures above exempt thresholds, and other work regulated by the adopted California construction codes and Temecula Municipal Code Chapter 15.04.

The city code also states reinstatement requires a fee equal to one-half of the amount otherwise required.

- Temecula Municipal Code Chapter 15.04 shows the city adopted the 2025 California Building Code, California Residential Code, California Electrical Code, California Mechanical Code, California Plumbing Code, California Fire Code, California Administrative Code, California Energy Code, California Green Building Standards Code, California Existing Building Code, California Historical Building Code, California Referenced Standards Code, and California Wildland-Urban Interface Code by Ordinance 2025-14, effective under the 2025 Title 24 cycle beginning January 1, 2026.
- Owner-builder
- Temecula requires owner-builder forms or a letter of authorization for owner-builder projects, and says notarization is required for commercial owner-builder projects. The city also notes that an electrical contractor is required for any commercial owner-builder project.
- Contractor requirements
- The Building Permit Application requires contractor license information, and Temecula Municipal Code Section 15.04.020 adds that all contractors and subcontractors must have current and valid City business licenses. Agent/employee authorization is required when someone is representing the contractor.

- Minimum permit fee
- For simple mechanical/plumbing/electrical permits, the FY 2025-26 schedule lists a $138.00 permit issuance/administrative base fee that includes one inspection visit. For building permits more broadly, fees vary by permit type and size rather than a single citywide minimum for all projects.
- Plan check fee
- Varies by permit type. Example FY 2025-26 fees include $2,009.00 building plan check for a new custom single-family home/ADU up to 1,000 square feet, $909.00 for tenant improvements up to 2,500 square feet, and hourly supplemental plan check fees of $105.00 for the first half-hour and $76.00 for each additional half-hour.
- Permit fee formula
- Mostly schedule-based by project type, size, and trade, with separate building plan check, building inspection, fire plan check, and fire inspection components listed in the user fee schedule. Examples include square-footage brackets for new construction and tenant improvements and unit/item fees for many mechanical, plumbing, gas, and electrical permits.

- The fee schedule lists a fee for each additional inspection trip of $71.00 for simple MP&E projects, supplemental inspection fees of $97.00 for the first half-hour and $68.00 for each additional half-hour, and an after-hours inspection minimum of $737.00. Temecula Municipal Code Section 15.04.020 also states work started without a required permit is subject to double permit fees as a civil penalty, capped at the permit fee plus $500.00.

Work That Does NOT Require a Permit
- One-story detached accessory structures used as tool and storage sheds, playhouses, and similar uses, if not over 120 square feet
- Fences not over 7 feet high
- Retaining walls not over 3 feet high unless supporting a sloped surcharge, and garden walls not over 4 feet high; this is a Temecula-specific amendment stricter than the standard CBC 4-foot retaining-wall threshold
- Water tanks supported directly on grade if capacity does not exceed 5,000 gallons and the height-to-diameter or width ratio does not exceed 2:1
- Sidewalks and driveways that are not otherwise regulated as part of an accessible route or other code-triggering work
- Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Prefabricated swimming pools accessory to detached one- and two-family dwellings that are less than 24 inches deep, not greater than 5,000 gallons, and installed entirely above ground
- Playground equipment, window awnings within residential occupancy limits, and similar minor items listed in the adopted California code exemption sections
Important: Exemptions do not authorize work that violates building, zoning, fire, utility, drainage, HOA, or other laws. Separate permits may still be required for electrical, plumbing, mechanical, grading, planning, fire, or public works scope tied to otherwise exempt building work. Temecula's local retaining-wall exemption is narrower than the baseline California rule.

- Scheduling deadline
- Inspection requests are scheduled online. Inspections occur between 8 a.m. and 4 p.m. The on-site point of contact is called between 7 a.m. and 8 a.m. with an assigned time window, and the daily schedule is posted online by 8:15 a.m. The inspection request form allows an AM request (8 a.m. to noon) or PM request (noon to 4 p.m.), but states this is a preference and not a guarantee.
Typical inspection sequence: Temecula's inspection forms show a sequence that typically moves through pre-construction when required, utility or release inspections, pre-concrete inspections such as underground plumbing, footings, underground electrical, UFER/ground, and slab, then rough inspections for framing and rough trades, then insulation, drywall, lath, and similar intermediate stages, followed by finals for mechanical, electrical, plumbing, building, pool, solar, or wall work as applicable.
