Application Process

General Requirements

The city processes permits for construction regulated by its adopted 2022 California Building, Residential, Electrical, Mechanical, Plumbing, Energy, Green Building Standards, Referenced Standards, and Administrative Codes. The Building & Safety Division states it reviews permit applications, plan checks, calculations, and related documents for construction projects in the city.

Required Documents

  • City materials show a miscellaneous building permit application, plot plan, building plans, valuation, applicant and contractor/license information, and project-specific forms. The posted application says to submit three sets of building and plot plans. Plot plan checklist items include property boundaries, setbacks, existing/proposed structures, easements, curb/sidewalk/driveway layout, and projections. Contractor requirements

Fees

Minimum permit fee
Building permit fee starts at $27.04 for valuation from $1 to $500. There is also a permit issuance fee of $49 for all permits.
Plan check fee
Combination permits are 65% of the building permit fee. San Jacinto Municipal Code also states plan review fees for electrical, mechanical, and plumbing work are 25% of the respective permit fee, grading plan review is 35% of grading permit fee, and energy plan review is 15% of the building permit fee.
Permit fee formula
Building permit fees are valuation-based using ICC valuation tables; the fee schedule lists sliding-scale charges by valuation bracket. Separate flat or unit-based fees apply to many trade and specialty permits.
Reinspection fee
Inspection fee after two failed inspections is $99 per hour with a one-hour minimum. The city inspection handout also says a reinspection fee may be assessed at the inspector's discretion. Expedited plan check is 100% of the plan check fee. Plan check revisions are $121 per hour. Other inspections not otherwise listed are $121. After-hours inspections are $157 per hour with a two-hour minimum, and after-hours holiday inspections are $245 per hour with a two-hour minimum.
Payment note
The Building & Safety page states applicants can apply, pay, and print permits online through the portal. The city also posts separate development impact fees, many of which are payable at permit issuance, prior to final inspection, or through other agencies depending on fee type.

Work That Does NOT Require a Permit

  • Fences not over 18 inches high do not require a building permit under San Jacinto Municipal Code Section 15.04.020, which amends CBC Section 105.2, Item 2.

Scheduling deadline
The standalone inspection handout says inspection hours are between 8:00 AM and 11:30 AM. The older application packet says 8:30 AM through 3:30 PM unless special circumstances warrant appointments. Because the city materials are inconsistent, applicants should confirm current inspection windows when scheduling.
