Application Process

  1. Confirm any prerequisite approvals before building submittal. The city requires Planning approval on all plans before submittal to Building and Safety, and grading permit review by Public Works/Engineering for plans over 500 square feet. Commercial, industrial, condominium, apartment, food-service, septic, and public pool/spa projects may also need Fire or County Health approvals.

  5. Respond to plan-check comments if revisions are required. The city charges an hourly fee for additional plan review caused by changes, additions, or revisions.
  6. After permit issuance, call or email for inspections as required by the approved scope, then obtain final approval before utility release/closeout.

Permit validity

Minimum permit fee
$18.75 for project valuation from $1 to $500, per the city's building permit fee table reproduced in the February 2025 residential fee estimate.

Building permit fees are valuation-based under the city's building permit fee table. The fee estimate sheet also shows related charges such as license tax at $0.40 per square foot under roof, SMI fee at valuation x 0.00028 with $4.50 minimum, CBSC fee at $1 per $25,000 of valuation, LDMF at $1,685 per acre, and TUMF at $2,840 per unit.
Reinspection fee
Reinspection fee is $114.00 per hour. Inspection for which no fee is specifically indicated is $76.00 per hour with 1/2-hour minimum. Additional plan review required by changes, additions, or revisions is $76.00 per hour with 1/2-hour minimum.
Payment note
The residential fee estimate says it is an estimate only, actual fees vary by submittal, and planning and engineering fees are separate. School impact fee is separate and must be paid before building permit issuance.

Work That Does NOT Require a Permit

  • Work exempt under the California Building Code Section 105.2 generally remains exempt unless modified by local ordinance.
  • Rancho Mirage's March 2025 checklist expressly states block walls over 30 inches in height require a separate permit. By implication, walls at or below that threshold may fall within the city's exempt-work treatment, but applicants should confirm with Building and Safety before relying on that inference.
  • Small work items that are exempt under state code can still require permits if they involve regulated electrical, plumbing, mechanical, fire-safety, grading, zoning, HOA, or utility-release issues.

Inspections are conducted Monday through Thursday only. The earlier city general information sheet says the office is open Monday through Friday, 8 AM to 5 PM.
