A building permit is required before any person erects, re-erects, constructs, enlarges, alters, repairs, moves, improves, removes, converts, or demolishes any building or structure in the city. The code also specifically calls out retaining walls over 2 feet, fences over 3 feet, certain signs, and certain accessory structures in wildland-urban interface conditions. Permit validity
Applications or plan checks are deemed abandoned after 180 days unless pursued in good faith or a permit is issued; extensions of up to 90 days may be granted in writing. Issued permits expire if work does not start within 12 months or is suspended/abandoned for 12 months; written extensions of up to 180 days each may be granted before expiration.   • One-story detached accessory structures used as tool/storage sheds, playhouses, and similar uses when floor area does not exceed 120 square feet
  • Fences not over 3 feet high
  • Retaining walls not over 2 feet high unless supporting surcharge/superimposed load or impounding certain liquids
  • Water tanks on grade not exceeding 5,000 gallons and height/diameter ratio limits
  • Sidewalks and driveways not more than 30 inches above adjacent grade, not over a story/basement below, and not part of an accessible route
  • Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
  • Temporary motion picture, television, and theater stage sets/scenery
  • Above-ground prefabricated pools accessory to Group R-3 occupancy that are less than 24 inches deep and do not exceed 5,000 gallons
  • Shade cloth structures for nursery/agricultural use, excluding service systems
  • Swings and other playground equipment accessory to detached one- and two-family dwellings
  • Certain window awnings in Group R-3 and U occupancies
  • Nonfixed and movable fixtures, cases, racks, counters, and partitions not over 5 feet 9 inches high
  • Residential decks not exceeding 200 square feet that are low to grade, detached, and not part of required egress/accessibility
  • Minor electrical repair and maintenance, portable heating/ventilation/cooling equipment, certain minor gas/mechanical repairs, and certain plumbing leak/stoppage repairs
  • Replacement of water-conserving plumbing fixtures in the same location as existing fixtures

Important: Exemptions do not authorize work in violation of code or other laws. All swimming pool barrier fencing requires a permit. Temporary electrical service is not exempt. Accessory structures are not exempt where noncombustible or ignition-resistant materials are required under the wildland-urban interface code.
