Application Process
- Confirm zoning, entitlement, and city standards before applying. The Planning Division notes that each property is in a zoning district with applicable setbacks, height, and other development standards, and separate planning applications/checklists are published where discretionary approvals are needed.
- Create an account in the Indian Wells Permit Hub and submit the permit application online. The City states its application process is online only.
- Upload complete plans and supporting documents. City code requires plans to be complete in detail, and the Building Department publishes standard forms and handouts such as the Application to Construct, Contractor's Declaration, Construction and Demolition Plan, water-conservation and smoke/CO affidavits, and Statement of Special Inspection.
- Pay plan check fees to start review. The City states the plan check fee must be paid before the plan check process begins.
- Respond to correction comments and obtain approval. If planning or design review is also required, complete those approvals before permit issuance.
- Pay remaining permit fees, receive the permit, post it on site, and begin work.
- Schedule inspections during construction and obtain final approval before occupancy or permanent utility release where applicable.
Typical processing time: The City's published Building FAQ says about 2 months is typical for permits requiring 3 review rounds, and about 1 additional month should be expected if Architectural Landscape Committee review is required. That FAQ is dated 2012, and I did not find a newer city-published SLA.

General Requirements
City Title 16 applies to all buildings and structures in the incorporated City unless specifically exempted. The City's published FAQ lists new residential or commercial construction and most remodeling work, including electrical, plumbing, gas, exterior fireplaces, photovoltaic systems, generators, barbeques/fire pits, patio covers, HVAC equipment, pools, masonry walls, and roofs, as permit-triggering work.

- Permit validity
- Under current City Code Section 16.12.020, a permit expires if work is not commenced within 12 months, if work is suspended or abandoned for 180 days after starting, or if work is not completed within 2 calendar years from issuance. Extensions of up to 180 days may be granted on written request for good cause. Renewal fees generally equal one-half of the new permit fee, or one-quarter if only a final inspection remains.
- Building code
- Indian Wells adopted the 2025 California Building Code, 2025 California Residential Code, and related 2025 Title 24 codes by Ordinance No. 766 on November 6, 2025. The City fee schedule also references CALGreen requirements.
- Owner-builder
- City code allows a person to do their own work or hire qualified licensed persons, but the reasonable value of owner labor must still be included in the permit valuation. The Building Department also publishes an Owner-Builder Packet.
- Contractor requirements
- The City requires contractors to hold a current and valid California contractor's license where applicable, and a copy of the license certificate/card must be provided with the business license application. Contractors and subcontractors performing work in the city also need a City business license.
Fees
- Minimum permit fee
- Plumbing, electrical, and mechanical permits show a $54.00 issuance fee; some miscellaneous building permits are flat-fee items such as demolition permit $265.77 and service panel changeout $265.77. For valuation-based building permits, the City uses its adopted valuation tables/standards rather than a single universal minimum.
- Plan check fee
- In-house plan check is billed at $375.89 per hour for changes to approved plans or hourly review work; outside plan check, as needed, is listed at 65% of the overall plan check fee. The City's older FAQ says plan check and permit costs commonly total about 3% to 5% of construction value.
- Permit fee formula
- Mixed. Many building permits are valuation-based; some permits are flat-fee or unit-based; a 4.7% technology fee applies to building permit/planning/public works applications.
- Reinspection fee
- Reinspection fee is $253.06 per hour; inspections outside normal business hours are $423.54 per hour with a 2-hour minimum
- Penalty (no permit)
- work without permits carries a 3x permit fee penalty.
- Payment note
- The City states two payments are typically required for plan-reviewed permits: an initial plan check payment and a second payment for permit issuance after approval.

Work That Does NOT Require a Permit
- The City's public materials do not publish a current standalone exempt-work list.
- The City's published Building FAQ says the following generally do not require plans for a building permit: roof replacements of like materials, HVAC replacements, electrical panel replacements with no new circuits or wiring changes, and water heater replacements.
Important: That FAQ is dated 2012 and describes plan-submittal exceptions, not a definitive current permit-exemption schedule. Current Title 16 and the adopted 2025 California codes control. Applicants should confirm any claimed exemption directly with the Building Department before proceeding.

- Scheduling deadline
- The City does not publish fixed inspection windows; AM/PM requests are honored only if the inspector's schedule allows. Building counter hours are Monday through Friday, 8:00 a.m. to 12:00 p.m. and 1:00 p.m. to 5:00 p.m., excluding holidays.
Typical inspection sequence: Scope-dependent, but generally permit issuance is followed by required progress inspections (for example foundation/underground, framing and rough trade inspections, intermediate inspections as applicable, and final). A final building inspection is required before certificate of occupancy and approval for permanent utility service.
