Application Process

  1. Check whether Planning approval is needed first. Eastvale's commercial submittal instructions say an "OK for plan review" from Planning is required before Building Division submittal, and the business guidance tells applicants to contact Planning for required design reviews and plan checks.
  2. Choose submittal method. Most permit types can be submitted online through the Eastvale Permit Portal; in-person paper submittals are still accepted.
  3. Prepare the application package. Eastvale requires a building permit application describing all proposed work, plus plans and supporting documents. For in-person submittals, the FAQ says to bring scaled complete plans, structural calculations, product specifications where applicable, and a check or money order. For online submittals, upload PDFs that follow the city's electronic plan review standards.
  4. Pay fees. Staff confirms acceptance by email; after payment, the project is routed to plan check. The electronic plan review instructions say to allow 2-3 business days for processing of the plan check after confirmation of payment.
  5. Respond to corrections if issued. The city sends a comment letter if revisions are needed; resubmittals must include a response letter, clouded changes, and a complete revised plan set.
  6. Obtain permit issuance, perform work, and schedule inspections. Online applicants schedule inspections through the portal; paper applicants request inspections by email.

Typical processing time: General permit turnaround is not published on the main Building Safety page, but Eastvale states 2-3 business days for routing/processing plan check after payment confirmation for electronic submittals. Eligible SolarAPP+ residential solar projects may be approved within the day.

General Requirements

Eastvale's FAQ states permits are required to construct, enlarge, alter, repair, move, demolish, or change occupancy of a building or structure, and to erect, install, enlarge, alter, repair, remove, convert, or replace electrical, gas, mechanical, or plumbing systems, citing Eastvale Municipal Code Section 110.05.010 and California Residential Code Section R105.

Permit validity
Eastvale's FAQ and extension form state a permit becomes invalid if work is not commenced within 12 months after issuance or if work is abandoned for 180 days after commencement. The Building Official may grant one written extension of up to 180 days upon payment of fees and a showing of circumstances beyond the permittee's control. Plan-check applications are deemed abandoned after 180 days without good-faith pursuit unless extended.
Building code
Eastvale states it reviews projects for compliance with the construction codes adopted by the State of California. As of January 1, 2026, the active state code set is the 2025 California Building Standards Code (Title 24). Eastvale's public FAQ still cites 2019 California Residential Code sections for permit triggers and exemptions, so applicants should confirm the currently enforced edition for project-specific questions.
Owner-builder
Eastvale uses an Owner Builder Notice/Declaration form. The city's posted owner-builder declaration states the owner-builder exemption is claimed under California Business and Professions Code Section 7044.
Contractor requirements
Eastvale directs applicants to verify contractor licenses with the California Contractors State License Board. Eastvale's posted solar handout also requires the contractor's state license classification and number on the application for contractor-filed permits.

Stand-alone mechanical, plumbing, and electrical plan checks are listed at $146. The city also uses deposit-plus-hourly plan check pricing for some larger or more complex reviews.
Permit fee formula
Eastvale posts many fixed-fee permit items for common residential and trade permits. The city-wide fee schedule also states a deposit-plus-hourly system may be used in lieu of fixed fees at the applicant's option or when the city decides it more fairly accounts for a larger project.
Reinspection fee
Building/Safety fee schedule lists a reinspection fee of $81. Extension requests require payment of applicable fees. Other penalties can arise from expired applications requiring resubmittal and a new plan review fee.
Payment note
Online submittals may be paid by credit card or e-check through the portal. In-person applicants must bring a check or money order. The FAQ says credit cards and e-checks are only accepted online.

Work That Does NOT Require a Permit

  • One-story detached accessory structures not exceeding 120 square feet
  • Fences 7 feet high or less, so long as they are not retaining earth or supporting a surcharge; Eastvale's FAQ expressly confirms this exemption
  • Retaining walls not over 4 feet measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding certain loads
  • Some small residential tanks, platforms, walks, and driveways that fall within California Residential Code permit exemptions
  • Finish work such as painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work

Important: Exemptions do not authorize work that violates zoning, planning, fire, accessibility, utility, HOA, or other code requirements. Eastvale's FAQ specifically directs applicants to check with Planning even when a fence is permit-exempt. Because Eastvale's FAQ points to California Residential Code Section R105.2 and cites older 2019 code references, applicants should confirm current exemption language for edge cases.

How to Schedule

Scheduling deadline
Inspection requests must be submitted no later than 3:00 p.m. on the working day before the requested date. No Friday inspections are scheduled because City Hall is closed Fridays. Inspection windows are 8:00 a.m. to noon and 1:00 p.m. to 4:00 p.m., Monday through Thursday.

Typical inspection sequence: Eastvale does not publish a universal sequence on the cited pages. In practice, the sequence is scope-dependent and typically follows the permit's required milestones, commonly including foundation/slab, rough framing and rough MEP, and final inspection as applicable.
