Application Process
- Download the correct City of Coachella building application packet and supporting handouts from the Building & Safety page.
- Prepare the application, written scope of work, and any required plans or supporting documents. The city posts discipline-specific packets and a "Minimum Requirements for Residential Plans" handout.
- Email the completed building application package to buildingservices@coachella.org. For projects that also need planning approval, coordinate with the Planning Division at planning@coachella.org.
- Respond to plan check comments and provide any required outside approvals, such as fire approval through RivCoPLUS where applicable.
- After city review and permit issuance, begin work and schedule inspections by phone at least 24 hours in advance.
- Complete final inspection before occupancy or final sign-off.
Typical processing time: The city publishes a 3-10 business day turnaround for completed ADU applications in its ADU processing guide. No general building-permit turnaround was located for all permit types.

General Requirements
The Building Division states it provides permit services for all new and proposed construction and structure remodeling activity in the city, including building, electrical, plumbing, and mechanical work. City remodel guidance states that a permit is required for any added or new building, electrical, plumbing, or mechanical work.

- Permit validity
- The city application states a permit becomes null and void if work is not commenced within 180 days from permit issuance, or if work is suspended or abandoned for 180 days after commencement.
- Building code
- Current city handouts posted on the Building & Safety page reference the 2022 California Building Code family for current submittals, including the 2022 California Building Code, Residential Code, Electrical Code, Mechanical Code, Plumbing Code, Fire Code, Energy Code, and Green Building Standards Code. Some older handouts on the same page still reference the 2019 code cycle for permits after January 1, 2020, so applicants should confirm current code-cycle requirements with Building & Safety for the specific permit type.
- Owner-builder
- The application includes an owner-builder declaration under Business and Professions Code sections 7031.5 and 7044. Owners may claim exemption if they perform the work themselves or through their own employees and the improvement is not intended or offered for sale, or if they contract exclusively with licensed contractors.
- Contractor requirements
- The application requires the applicant to state whether the work will be performed by a licensed contractor and to provide contractor license class and number, unless a valid owner-builder exemption applies.
Fees
- Minimum permit fee
- The posted fee schedule uses trade- and project-specific minimum inspection fees rather than one citywide minimum. Examples in the posted schedule include $149 minimum residential inspection for patio covers / trellis / carports / miscellaneous residential structures, $173.50 minimum inspection for residential remodels, and $397 minimum inspection for miscellaneous work.
- Plan check fee
- Project-specific. Examples in the posted schedule include $288 minimum plan check for residential remodels / additions, $90 minimum plan check for fences, $310 minimum plan check for pools / spas, and $397 plan check for miscellaneous work. Additional plan check submittals beginning with the 4th submittal of a project, or the 5th for new buildings, may be charged $397 when required by the Chief Building Official.
- Permit fee formula
- Mixed. The fee schedule is largely flat or category-based by permit type, with some valuation-based surcharges such as the posted SMIP fee and systems development charge.
- Reinspection fee
- The posted schedule includes many "Re-Inspection after 2 inspections" charges, varying by permit type, such as $155 for residential remodels, $285 for pools / spas, $103 for residential reroofs, and $397 for some miscellaneous work.
- Payment note
- The Building & Safety page posts a credit card authorization form, but no general citywide building-permit payment method summary or merchant processing fee notice was identified on the building page itself.

Work That Does NOT Require a Permit
- Replacement of a recirculating hood / fan that does not vent to the exterior does not require a mechanical permit.
- Replacement of existing receptacles, switch devices, or cord-connected appliances in the same locations does not require an electrical permit.
- Re-facing existing cabinets does not require a building permit.
- Toilet replacement, towel bars, mirrors, paint, and floor coverings in a bathroom, where no other work is included, are treated by the city's bathroom-remodel guideline as maintenance items not requiring a permit.
- Reroof repairs totaling less than 100 square feet are exempt from permit according to the city's reroof requirements handout.
Important: These exemptions are taken from city trade-specific handouts, not a single consolidated exemption bulletin. Once work expands into framing changes, removal of significant finishes, plumbing / mechanical / electrical alterations, or larger reroof scope, permits are required. The city also requires smoke and carbon monoxide alarm compliance for many residential alteration permits.

- Requests must be made before 4:00 p.m.; applicants may call the day of the scheduled inspection between 7:00 a.m. and 8:00 a.m. to obtain a timeframe. AM / PM requests are not guaranteed.
Typical inspection sequence: Sequence varies by permit type. In general, permit is issued after review, work proceeds, required progress inspections are scheduled by phone, and final inspection is required for closeout. The city reroof handout specifically states a final inspection is required after all work is complete.
