Application Process

  1. Create or log into a CSS portal account.
  2. Start the permit application in CSS and select the matching permit type.
  3. Upload project documents. General Requirements

A permit is required when you erect, construct, enlarge, alter, move, improve, connect, or demolish a building or structure, perform grading, or do plumbing, electrical, sewage, or mechanical installations or alterations. City examples include patio covers and decks, garages and carports, retaining walls and fences, pools and spas, sheds over 120 square feet, solar, HVAC, evaporative coolers, room additions, gas lines, electrical upgrades, sewer connections, reroofs, fire-damage repairs, and demolition.

Permit validity
Under Cathedral City's local amendment to CBC Section 105.5, a permit becomes invalid unless work starts within 12 months after issuance, or if work is suspended, abandoned, or without progress for 180 days after commencement. The Building Official may grant a written extension of up to 180 days. Applications are deemed abandoned after 180 days unless pursued in good faith or issued, with up to two 90-day written extensions.

The City states permits may be issued to the owner of a dwelling or residential property, and the Digital Inspection Program expressly applies to contractors and owner-builders.
Contractor requirements
The City states permits may be issued to contractors licensed by the State and holding a valid City business license. The City's business-license page also says contractors and subcontractors doing business in Cathedral City need a business license. The latest ordinance summary also states electrical, mechanical, or plumbing permits for work other than residential single- and dual-family dwellings and associated U occupancies are limited to California licensed contractors.

Fees

Minimum permit fee
For valuation-based new buildings, additions, tenant improvements, residential remodels, and combined MEP permits, the fee table starts at $447.50 for valuations from $1 to $10,000. For stand-alone trade permits, the table starts at $268.50 for valuations up to $2,000. The permit issuance fee is $90.

65% of building permit fee when applicable.
Permit fee formula
Mixed. Many common permit types use flat fees. Other building permits use valuation-based tables. The City states building permit valuation may be declared or assessed, and the Building Official may use ICC valuation data for new construction.
Reinspection fee
Individual investigation/reinspection fee is $206, with the fee-schedule note stating reinspection applies after the first reinspection. Work started without a permit triggers an investigation fee equal to the permit fee, in addition to normal permit fees. After-hours inspections are $224 per hour with a 2-hour minimum. Permit renewal within 1 year of last inspection is 50% of the original fee.

Work That Does NOT Require a Permit

  • Detached tool or storage sheds of 120 square feet or less. This is inferred from the City FAQ stating sheds over 120 square feet require a permit.
  • Fences and walls not over 42 inches, based on the latest Ordinance No. 894 summary. Older eCode chapter pages still show earlier 2022 text, so use the newer ordinance summary for current local amendments.
  • Other work generally follows the California Building Code and California Residential Code permit exemptions in Section 105.2, except where Cathedral City narrows those exemptions through local amendments.

Important: Cathedral City removed the usual retaining-wall permit exemption, so retaining walls should not be treated as exempt based only on height. The City also narrowed the fence/wall exemption locally. Plumbing, electrical, sewage, mechanical, grading, reroof, solar, and pool/spa work commonly require permits.

Scheduling deadline
Inspections are Monday through Thursday, 8:00 a.m. to 4:30 p.m., excluding holidays. No inspections on Fridays.

Typical inspection sequence: The City does not post one universal sequence for all permit types. Generally, applicants schedule required progress inspections through CSS and then final inspection. The City requires the issued permit or job card and approved plans/calculations on site for inspections, and changes to approved plans must be submitted and approved before inspection.
