Application Process
- Confirm the project scope and permit type with the Town Building Department; the Town notes that most home improvement projects require a permit, while some over-the-counter permits include reroof, siding, water heater, and HVAC work.
- Assemble a complete application package. The Town requires the correct contractor or owner-builder permit application, all project documents together, and any applicable truss calculations, structural calculations, Title 24 energy documents, and other supporting materials.
- Submit digitally by email to bldgpermit@loomis.ca.gov. If files exceed 25 MB, send an access link such as OneDrive, Google Drive, or WeTransfer. Incomplete applications are not accepted for intake.
- Complete preliminary review and plan check. For projects subject to review, the Town says Planning preliminary review can take up to 7 business days, additional Planning reviews up to 5 business days, initial Building and Engineering reviews up to 12 business days, and additional reviews up to 10 business days. Some projects are reviewed by Bureau Veritas.
- Pay plan check and permit fees when instructed by the Town. The Town says applicants will receive follow-up instructions for the plan check deposit after intake, and applicants should contact Town Hall for the amount due before using the online payment page.
- Obtain outside-agency approvals as applicable. Town permit forms list potential approvals from Planning, Engineering, South Placer Fire District, Placer County Environmental Health, South Placer Municipal Utility District, Placer County Water Agency, school districts, waste diversion, and related reviewers.
- After permit issuance, schedule inspections through the Town inspection form. Final inspection requires required outside-agency approvals or finals, as applicable, before the Town can sign off.

General Requirements
The Town states a majority of home improvement projects require a building permit. Projects specifically identified as requiring review or permits include additions, remodels, single-family dwellings, solar projects, pools, and grading over 50 cubic yards or within a riparian area or clearing over 1 acre. The Town also notes all pool and solar projects require permits.

- Permit validity
- Applications are deemed abandoned if work has not commenced within 180 days after filing unless pursued in good faith or a permit has been issued; the Building Official may grant up to a 90-day extension on written request. Issued permits expire if work is not commenced within 365 days of issuance and may be administratively expired if no inspection activity occurs for 180 days. Extensions may be granted in increments of no more than 180 days upon written request.
- Building code
- The Town building code page lists the 2022 California Building Standards Code Title 24, including the CBC, CRC, CEC, CMC, CPC, Energy Code, Historical Building Code, Fire Code, Existing Building Code, Green Building Standards Code, California Reference Standards Code, Town of Loomis Reconstruction Limits, and the 2021 International Property Maintenance Code. The Town also states a new 2025 building code goes into effect January 1, 2026, and complete submittals received after that transition will follow the new code.
- Owner-builder
- Loomis has a separate owner-builder application and directs applicants to CSLB owner-builder risk materials. The owner-builder application tracks California Business and Professions Code Section 7044 options and states that, except for a personal residence occupied at least one year before completion, an owner-builder cannot legally sell a structure built as owner-builder unless it was constructed entirely by licensed contractors. If someone other than the legal owner applies as owner-builder, a signed authorization letter is required.

- Contractors must hold a current CSLB license in good standing and an active Town of Loomis business license before the Town will process the permit.
Fees
- Minimum permit fee
- Minimum building permit charge is $150 plus the Building Standards fee.
- Plan check fee
- 65% of the building permit fee, or actual cost, whichever is greater.
- Permit fee formula
- Generally valuation-based. The Town states permit fees are based on building valuations, generally using International Conference of Building Officials valuation data. Examples in the fee schedule show building permit fees commonly calculated at 1% of valuation for many project types, with special formulas for some permit categories such as roof-mount solar.
- Reinspection fee
- $150.
- Penalty (no permit)
- Work without permit carries an additional fee equal to 100% of the building permit cost. Revisions to existing applications are charged at 10% of the original plan check fee, or actual cost, whichever is greater.
- Payment note
- Applicants are told to contact Town Hall for the amount due before using the online payment page. Permit forms show payment by cash, card, online portal, or check. The fee schedule also lists a processing fee of $30 for in-house review and $80 for permits requiring outside plan review.

Work That Does NOT Require a Permit
- Painting and cabinet replacement are identified by the Town as examples of work that can be done without permits
- Accessory buildings of 120 square feet of roofing or less are listed in the Town fee schedule as exempt from building permits
- Decks less than 30 inches in height are listed in the Town fee schedule as exempt from building permits
Important: The Town also says a majority of home improvement projects do require permits and applicants should check with both Building and Planning before starting work. The fee schedule says all size buildings with electrical or plumbing require a permit, and zoning setbacks still apply even where a building permit is not required. Grading may separately require a grading permit.

Typical inspection sequence: The Town inspection form requires the permit number, requested inspection type, and whether the inspection is final. The sequence varies by scope, but the Town states final inspection cannot occur until required prior approvals or finals from outside agencies such as Waste Management, PCEH or SPMUD, PCWA, and SPFD have been completed.
