Application Process

  1. Confirm project type and whether it qualifies for online plan check, express permit, or counter review through the Permit Center and Online Permitting pages.
  2. Gather the required application form and submittal package from the Building Division forms page. Newport Beach publishes project-specific matrices, checklists, and separate residential/commercial submittal requirements.
  3. Create a CiViC account and submit online through the EnerGov Self Service portal for eligible projects. Newport Beach's portal supports new construction, additions, alterations, tenant improvements, pools, dock work, revisions, express permits, and inspection scheduling.
  4. Pay plan review fees at submittal. The city's FAQ states plan check fees are due when plans are submitted; permit fees are paid at issuance.
  5. Respond to correction comments and obtain any related approvals the city identifies, including planning, fire, public works, grading, encroachment, or school/impact fees where applicable.
  6. After approval, pay issuance fees and obtain the permit. Permit issuance and plan check submittal hours are 7:30 AM to 4:30 PM Monday through Friday.
  7. Schedule inspections through the CiViC portal; Newport Beach also lists Inspection Requests at (949) 644-3255 and an online inspection link.
  8. Obtain final inspection approval before occupancy/use.

Typical processing time: Permit Center states its goal is to handle quick permits at the counter, one-hour reviews at workstation, or two-hour reviews by appointment. For broader plan checks, the City's Housing Element states first review is targeted at a maximum of four weeks. Fire plan checks list up to 15 business days for initial review and up to 15 business days for revisions/resubmittals.

General Requirements

Newport Beach's Permit Center processes building, combination, mechanical, electrical, plumbing, pool/spa, solar, street closure, and encroachment permits. In practice, permits are generally required for construction, additions, alterations, and building-system work unless exempt under the adopted California codes. Separate encroachment permits are required for work in the public right-of-way.

  • Depends on scope. The city publishes a Combo Building / Solar Permit Application, Electrical/Mechanical/Plumbing Permit Application, pool/spa application, owner-builder verification form, residential/commercial review matrices, project checklists, and discipline-specific submittal requirements.
Permit validity
Newport Beach's building code page says it is being updated to reflect the 2025 California Building Code effective January 1, 2026. The city's official code page snippet for Chapter 15.02 states permits expire if work is not commenced within 180 days of issuance or if work is suspended/abandoned for 180 days after the last recorded inspection; Newport Beach allows written extensions and states permits shall not be renewed more than once. This should be confirmed against the current official municipal code text because the public code page is mid-update.
Building code
Newport Beach's Building Codes page says it is being updated to reflect the 2025 California Building Code effective January 1, 2026. The same page still links the 2022 California code chapters and Ordinance No. 2022-26, adopted November 29, 2022 and effective January 1, 2023. Treat January 1, 2026 as the current effective statewide code date, but verify any city-local amendments in current Title 15 before filing.
Owner-builder
Newport Beach publishes an Owner Builder Verification Form. City FAQ guidance says that unless the property owner is acting as his or her own general contractor, the project's general contractor or subcontractor must hold the appropriate classified state contractor's license, a Newport Beach business license, and workers' compensation coverage.
Contractor requirements
Contractors operating in the city must obtain a Newport Beach business license. The city's business license page includes separate 2025-2026 rates for State Contractors (CSLB), and the city's subcontractor notice says all general contractors and subcontractors operating in Newport Beach must show a valid City business license upon commencing work.

Fees

Minimum permit fee
No single universal citywide minimum building permit fee was clearly stated. By published schedule, some permit categories begin at flat fees such as $121 for certain nonresidential/residential alteration permit-and-inspection valuations from $1 to $2,000; some trade items are lower per-item charges; residential additions and new structures use higher flat-fee tiers.
Plan check fee
Commonly separate from issuance. Examples from the FY 2024-25 schedule: nonresidential/residential alterations plan review is 87% of the building permit fee; one/two-family addition plan review starts at $707 for 0-100 square feet; expedited plan review is 1.75 times regular plan review fees with a $479 minimum.
Permit fee formula
Mixed. Newport Beach uses flat-fee schedules for many residential additions/new structures and trade items, valuation-based tiers for many alterations, and percentage-based formulas for some plan review and combined trade fees.
Reinspection fee
The schedule lists Fire Prevention reinspection or special inspection at $248 and weekend/holiday/after-hours inspection requests at $242 with a two-hour minimum. The citywide fee schedule also lists delinquent penalties and interest of 10%, but those are not clearly labeled as building-permit-specific penalty fees.
Penalty (no permit)
The schedule lists Fire Prevention reinspection or special inspection at $248 and weekend/holiday/after-hours inspection requests at $242 with a two-hour minimum. Payment note
Newport Beach states plan check fees are due at plan submittal and permit fees at issuance. Permit Center states payments for construction permits are accepted at the counter. Business license online initial applications carry a separate processing fee; credit card service fees may also apply through city payment systems.

Work That Does NOT Require a Permit

  • Newport Beach does not appear to publish a simple standalone exemption list on its main permit pages reviewed.
  • Because Newport Beach adopts the California Building and Residential Codes, exempt work generally follows CBC Section 105.2 and CRC Section R105.2 unless a local amendment applies.
  • Common examples typically include small detached accessory structures within code size limits, certain fences below code thresholds, some finish work such as painting/papering/cabinets/countertops/flooring, and limited minor repair or equipment replacement categories that the adopted codes treat as exempt.

Important: Exemption from a building permit does not eliminate the need to comply with zoning, floodplain, coastal, fire, public-works, utility, right-of-way, or other local requirements. Newport Beach specifically notes that even exempt land uses/structures may still need other permits. Because the city's code page is being updated for the 2025 codes, exemption calls should be confirmed with the Permit Counter before work starts.

Inspection hours
Inspection field hours are 8:00 AM to 3:00 PM Monday through Friday. Residential building inspector hours are 7:00 AM to 5:00 PM Monday through Thursday and 7:30 AM to 4:30 PM on alternating Fridays. Inspector office hours for questions are 7:30 AM to 8:00 AM and 3:00 PM to 4:00 PM Monday through Thursday, and 7:30 AM to 8:00 AM and 2:00 PM to 3:00 PM on alternating Fridays.

Typical inspection sequence: The city does not publish one universal sequence on the pages reviewed; sequence depends on scope and approved plans. Standard practice is to call for required staged inspections shown on the permit/approved plan set and then obtain final inspection approval.
