Application Process

1. Create a Client Self Service account for the applicant and any owner, contractor, or design professional who needs access to the record.
2. Gather the required forms and attachments before starting. Mission Viejo publishes permit-type-specific requirements on its Client Self Service page and in its Building Forms library.
3. Submit the permit or plan application online through Client Self Service. As of September 2023, permits and plans must be submitted online; legacy permits that started before September 7, 2023 may still require a counter visit for supplemental items.
4. Upload plans, disclosures, and supporting documents. Depending on permit type, this can include permit disclosure forms, owner-builder notification, plans, structural calculations, geotechnical reports, OCFA forms, utility letters, and construction/demolition diversion forms.
5. Pay invoiced fees through the portal. The city also provides an online fee estimator.
6. Respond to correction comments and submit revisions if requested. Additional recheck fees can apply after repeated corrections or revisions after first approval.
7. After permit issuance, request inspections through Client Self Service. As of July 1, 2025, all inspection requests must be submitted online.

Typical processing time: No general citywide turnaround is posted on the public permit pages reviewed.

General Requirements

Mission Viejo requires a building permit for constructing, moving, altering, converting, improving, repairing, or demolishing a structure within the city, subject to listed exemptions. The city's exempt-work handout cites Mission Viejo Municipal Code Title 8, Chapter 8.02 and CBC Section 105.2.

Required Documents

• Common baseline items are the online application, permit disclosure form, and project plans. Depending on scope, the city may also require owner-builder notification, letter of authorization or contractor pocket card, structural calculations, geotechnical or soils materials, OCFA forms, utility approvals, and construction/demolition waste diversion documents.

Permit validity

Mission Viejo charges a $35 plan review or permit extension fee, a permit-renewal fee equal to 35% of the building or MEP fee, and a plan-review renewal fee equal to 100% of the plan review fee. The public city pages reviewed confirm extensions and renewals are part of the process, but they do not restate the exact expiration period on the pages reviewed.

Building code

Mission Viejo Municipal Code Section 8.02.010 adopts the California Building Code, California Residential Code, California Electrical Code, California Plumbing Code, California Mechanical Code, California Energy Code, California Green Building Standards Code, California Historical Building Code, California Existing Building Code, California Referenced Standards Code, and International Swimming Pool and Spa Code, 2025 editions.

Owner-builder

Homeowners pulling permits must use the owner-builder disclosure path and submit an Owner Builder Notification where required. The city's owner-builder declaration cites Business and Professions Code Sections 7031.5 and 7044 and states owner-builders must either perform the work themselves or through employees on work not intended for sale, or contract exclusively with properly licensed contractors.

Contractor requirements

The city requires contractor permit disclosure forms and, when applicable, a contractor pocket card or letter of authorization. Mission Viejo's owner-builder declaration also requires permit applicants to state either their contractor license number and that it is in full force and effect, or the legal basis for exemption.

Fees

Minimum permit fee

Valuation-based building permits start at $88.05 for projects valued up to $2,000. Trade permits generally include a $25 issuance fee plus itemized permit fees.

Plan check fee

Generally 65% of the applicable permit fee; hourly plan check rate is $155 per hour; preliminary review is $155 per hour; overtime or expedited plan review is 1.5x regular plan-check fees with a $288 minimum.

Permit fee formula

Mixed. Building permits are valuation-based by table; plan review is generally 65% of the applicable building, electrical, mechanical, or plumbing permit fee; many trade permits and miscellaneous permits are flat or unit-based.

Reinspection fee

Reinspection or other inspections are $155 per hour with a one-hour minimum. As-built or after-the-fact building permits are charged at 2x the calculated building fee. Permit extension is $35. Permit renewal is 35% of the building or MEP fee. Plan review renewal is 100% of the plan review fee.

Payment note

Fees and invoices can be paid through Client Self Service. The city notes that invoice checkout uses a pop-up and Safari may cause payment issues; Chrome or Firefox is recommended if payment fails.

Work That Does NOT Require a Permit

• Countertop replacement where no drywall is removed or reinstalled
• Decorative finish work such as carpet, linoleum, tile, painting, or cabinet door-only replacement
• Appliance repairs that do not alter the original appliance rating
• Like-for-like replacement of electrical breakers and fuses
• Replacement of existing outlets and switches without modifying the box
• Faucet or toilet repair or replacement without changing locations
• Roof repairs or replacements under 10% of total roof area, with no framing changes
• Awnings projecting no more than 54 inches from exterior walls
• Detached one-story accessory structures of 120 square feet or less, with no electrical or plumbing
• Driveways and walkways not more than 30 inches above grade
• Fences or garden walls not exceeding 6 feet in height
• Retaining walls not exceeding 3 feet in height
• Portable electrical or mechanical equipment
• Minor repair of 3 or fewer electrical outlets or lights
• Clearing plumbing stoppages where no pipes inside walls or underground are replaced

Important: The city's handout states permit exemptions do not authorize work that violates code or other laws, and other approvals such as zoning, grading, or environmental review may still apply. Work affecting structural integrity still requires a permit. The exempt-work handout was updated May 20, 2025 and cites CBC 2022 Section 105.2; Mission Viejo has since adopted the 2025 code editions in Municipal Code Section 8.02.010.

Inspection hours

The public city pages reviewed state that all inspection requests are submitted online and direct users to the Daily Inspection Run List for the day's scheduled times. Building counter hours are Monday-Friday 8:00 a.m.-4:00 p.m., closed 12:00 p.m.-1:00 p.m., with last sign-in at 11:45 a.m. before lunch and 3:30 p.m. at day end.

Typical inspection sequence: Request inspection after permit issuance, monitor the Daily Inspection Run List for scheduled timing, complete required rough or discipline inspections as applicable, and obtain final inspection approval for permit closeout.
