Application Process

  1. Confirm the project scope and any planning, zoning, HOA, grading, OCFA, or utility approvals that may apply before plan preparation. Laguna Niguel notes that plans must be reviewed for zoning, grading, and building code compliance before construction starts.
  2. Create a Permit Center account at `https://cityoflagunaniguel.org/CSS`. Registration is required to apply online, pay invoices, track status, and request inspections.
  3. Submit the permit application and required plans/documents. For standard residential building work, the City uses its residential building permit application plus the applicable submittal checklist. Some planning or sign applications may still be accepted by email or in person.
  4. City staff perform plan review and route the submittal as needed. The City advertises initial submittal review in 10 or fewer business days and resubmittals in 5 or fewer business days. The limited set of fully online permits on the Building & Safety page are noted as approximately 24-hour processing.
  5. Pay plan check, permit, and related fees through the Permit Center or by the payment methods accepted on the City application form.
  6. After permit issuance, keep approved plans on site, call for required inspections, correct any deficiencies, and obtain final approval before occupancy or project closeout.

Typical processing time: Initial submittal review 10 or fewer business days; resubmittals 5 or fewer business days; selected online permits about 24 hours.

General Requirements

Laguna Niguel states permits are required by the State and that work done without a permit is subject to penalty fees. The Building & Safety Division reviews permits for new construction, additions, renovations, alterations, remodels, and grading-related work before construction starts.

Required Documents

  • Common residential submittals include a residential building permit application, project description and valuation, scaled site/foundation/floor/roof/elevation/structural plans, structural calculations where applicable, Title 24 energy forms, and other project-specific items such as OCFA screen check forms, geotechnical reports, WQMP documents, waste reduction and recycling plans, MNWD approval, and school fee clearance for some larger additions.
Permit validity
The residential building permit application says permit applications expire 12 months from the date of application if permits are not obtained. The grading guide says a grading permit is valid for 2 years, but becomes null and void if work does not commence within 180 days or is suspended or abandoned for 180 days.
Building code
As of January 1, 2026, Laguna Niguel is operating under the 2025 California code cycle with local amendments. City records show introduction of ordinances adopting the 2025 California Building, Residential, Green Building Standards, Electrical, Plumbing, Mechanical, Administrative, Wildland-Urban Interface, and Energy Codes, plus the 2024 International Property Maintenance Code and 2024 International Swimming Pool and Spa Code, for Title 8. This is also consistent with the City's January 5, 2026 residential checklist referencing the 2025 California codes.
Owner-builder
Laguna Niguel requires an Owner-Builder acknowledgment and verification form before issuance when the owner is taking permit responsibility. The City states it will not issue the permit until the owner reads, initials, signs, and returns the form, and an agent cannot execute it without prior permitting-authority approval.
Contractor requirements
The City states contractors working on jobs valued over $500 must be licensed by the State. The owner-builder materials also state contractors must be licensed and bonded in California and must list license numbers on permits and contracts.

For both residential and non-residential valuation-based building permits, the July 1, 2025 schedule shows the lowest valuation tier (`$0-$1,000`) totaling $122.54, made up of $34.30 plan check, $49.00 permit fee, and $39.24 permit issuance fee, before percentage add-ons and applicable state fees.
Plan check fee
Included in the valuation tables; example residential and non-residential minimum plan check fee is $34.30 for the first valuation tier. Plan check revisions are separately listed at $42.92.

Work That Does NOT Require a Permit

  • Inference based on Laguna Niguel's adoption of the California building codes by reference: standard state building-permit exemptions generally apply unless zoning, fire, grading, HOA, utility, or other local rules trigger review.
  • Typical examples generally exempt from a building permit under the California code set include:
  • One-story detached accessory structures used as tool or storage sheds, playhouses, and similar uses when floor area does not exceed 120 square feet.
  • Fences not over 7 feet high.
  • Retaining walls not over 4 feet measured from the bottom of the footing to the top of the wall, unless supporting surcharge or impounding certain liquids.
  • Platforms, walks, and driveways not more than 30 inches above grade and not over a basement or story below.
  • Finish work such as painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work.
  • Temporary motion-picture, theater, and stage scenery.
  • Window awnings for certain residential occupancies when they meet code limits.

Important: Even where a building permit is not required, separate electrical, plumbing, or mechanical permits may still be required. Laguna Niguel also has separate review triggers for grading, WUI/fire hazard areas, planning/zoning, demolition waste compliance, and public-right-of-way work.

Public counter hours are Monday-Friday, 8:00 a.m. to 4:00 p.m. The daily inspection schedule is updated at 8:00 a.m. The City does not publish a general inspection arrival window on the main Building & Safety page.

Typical inspection sequence: For standard building work, the sequence depends on scope but generally follows permit issuance, rough trade/structural inspections at applicable milestones, correction of deficiencies, and final inspection. For grading permits, the City publishes a more detailed sequence including site clearing, toe bench/key, over-excavation, cut/fill, retaining wall stages, rough grade, and final grading.
