Application Process

  1. Confirm whether the project is permit-exempt and whether separate Planning, Public Works, OCFA, or other outside-agency approvals will be needed.
  2. Create or log into the City self-service permit portal and submit the application online. Laguna Hills states plan check submittals are paperless and must be submitted through the online permit portal.
  3. Upload the required plan set and supporting documents. For projects needing plan check, the City reviews Building, Planning, and Public Works concurrently.
  4. If corrections are issued, revise the plans and resubmit one complete PDF plus a response letter to `building@lagunahillsca.gov`, referencing the permit number.
  5. When approved, pay the permit fees. The City then issues the permit electronically; the applicant prints the permit, stamped approved plans, and job card for the site.
  6. Schedule inspections online through the portal or by phone. Legacy permit holders may also use the City inspection form referenced on the Building & Safety page.

Typical processing time: First plan check is typically 10 business days; resubmittals are typically 5 business days; smaller projects can take 1 to 2 business days. An older City handout still posted online references up to 3 weeks for a first plan check, so applicants should confirm timing with the Building Division for complex jobs.

General Requirements

Laguna Hills says permits and inspections are required for new construction, additions, renovations, alterations, and remodels, and generally when a project involves significant changes to the site or to the configuration of walls, pipes, roofs, or major appliances.

Permit validity
The City fee schedule includes `Permit Re-issuance/Permit Expiration` and extension/renewal fees, but the public-facing City materials reviewed do not state the standard expiration interval on the permit page itself. Applicants can request a plan check/permit extension for a posted fee.
Building code
Laguna Hills states that all permit applications submitted on or after January 1, 2026 must comply with the 2025 California Building Standards Code (Title 24). Applications submitted before January 1, 2026 may remain under the prior code unless the plan check expires.
Owner-builder
Owner-builders must sign the City permit declaration, provide the City owner-builder acknowledgment form, and either perform the work themselves or contract exclusively with licensed contractors. The declaration cites Business and Professions Code section 7044 and notes that if the improvement is sold within one year of completion, the owner-builder bears the burden of proving it was not built for sale.
Contractor requirements
Licensed-contractor applicants must provide CSLB license information, classification, and workers' compensation declaration. The person signing for the permit must be associated with the CSLB license.

Fees

Minimum permit fee
Building valuation permits start at a $130 base permit fee for projects valued from $1 to $2,000, plus the $55 permit issuance fee, 5% technology fee, and applicable state surcharges. Separate minimums are posted for other permit classes such as residential grading plan check ($780 minimum) and grading inspection ($790 minimum).
Plan check fee
Standard building plan check is 65% of the building permit fee. Repetitive plan check is 25% of the original; overtime/expedited plan review is 1.5 times the regular rate; plan check hourly rate is $160 per hour.
Permit fee formula
General building permit fees are valuation-based. The table begins at $130 base for $1 to $2,000 valuation, then increases by bracket; miscellaneous permits and MEP permits often use flat fees; grading, encroachment, and some planning items use flat fees, deposits, or formulas tied to cost estimate/quantity.
Penalty (no permit)
Other inspections/re-inspections are $160 per hour with a 1-hour minimum. Off-hours inspections are $310 per hour with a 4-hour minimum. Work performed without first obtaining a permit is charged a penalty of 2 times the original fee, in addition to the normal permit fee. Permit re-issuance/permit expiration is $170. Building permit renewal is 50% of the permit fee; plan review renewal is 100% of the plan-check fee; plan review/permit extension is $90.
Payment note
Fees are paid before permit issuance. The portal is the City's primary system for permit, inspection, payment, and records activity. The fee resolution also authorizes a 5% technology fee in addition to permit fees and various state-mandated surcharges.

Work That Does NOT Require a Permit

  • Cabinet refacing or replacement without changing walls, plumbing, or electrical configurations
  • Countertop replacement
  • Decorative tile installations
  • Floor finishes such as carpet, linoleum, and tile
  • Floor sheathing repairs up to 10 square feet
  • Painting
  • Appliance repairs that do not alter the appliance's original approval and listing
  • Electrical circuit breaker and fuse replacements, except main panel replacements/upgrades
  • Electrical outlet replacements
  • Electrical switch replacement in existing boxes
  • Faucet or toilet repair or replacement
  • Roof repairs or replacements that are less than 10% of the existing roof, do not involve the underlying framing, and occur no more than once in a 12-month period
  • Awnings over doors or windows that do not project more than 54 inches
  • Detached accessory structures of 120 square feet or less that are not electrically wired
  • Driveways and walkways not crossing over a basement and not exceeding 30 inches above grade
  • Prefabricated above-ground pools up to 5,000 gallons used only at a single-family property

Important: Laguna Hills says exempt projects still must comply with all technical codes and applicable city, county, and state requirements. The City frames permit exemptions as projects that do not involve significant changes to the site or to the configuration of walls, pipes, roofs, or major appliances. HOA rules may still apply. Driveway aprons and sidewalks may need Public Works permits. Drought restrictions may affect pool filling.

Building inspections are offered Monday through Friday, excluding holidays. Counter hours are Monday through Thursday and alternating Fridays, 1:00 p.m. to 5:00 p.m. The public page reviewed does not publish AM/PM inspection windows.

Typical inspection sequence: The City does not publish one universal sequence on the permit page. Typical sequencing is scope-dependent and generally follows required rough/in-progress inspections before concealment, then final inspection.
