Permit Authority
The City of La Palma Building & Safety Division handles building permit issuance, plan check coordination, and inspections within city limits. Some projects also require separate review/approval from the Orange County Fire Authority and/or Orange County Health Care Agency.

Application Process
- Confirm the scope and collect the city handouts/checklists that apply to the project. La Palma publishes residential and commercial submittal requirements, owner-builder forms, EV forms, fire forms, and other project-specific handouts on the Building & Safety page.
- Prepare digital application materials. The Community Development page states that all applications received after August 2024 must be submitted through the OpenGov Portal and that plans, reports, and attachments must be scanned and saved as separate digital documents.
- Submit the permit application through the OpenGov Portal. The permit page says permits are issued digitally through OpenGov, with staff assistance available at the Building Permit Counter inside City Hall.
- Pay plan check and permit fees as required. The Building & Safety page says almost all improvement plans require plan check before permit issuance. The city also notes some projects require separate OCFA and/or OCHCA review with their own fees.
- Respond to corrections and obtain approvals. La Palma's residential submittal handout requires plans and supporting details for the proposed work; additional reviews may be required depending on fire, health, grading, energy, or structural scope.
- Receive the permit and keep construction moving to inspections. Inspections are scheduled through OpenGov, generally with 24-hour notice.
Typical processing time: No citywide permit processing turnaround was posted in the sources reviewed. The city does state that inspections generally require 24-hour notice, with possible same-day accommodation if called in before 8:30 a.m.

General Requirements
La Palma's adopted 2025 California Building Code requires a permit before constructing, enlarging, altering, repairing, moving, demolishing, or changing occupancy of a building or structure, and before regulated electrical, plumbing, mechanical, and similar system work. The Building & Safety page also says the division issues permits, performs plan check, and enforces construction standards citywide.
Required Documents
- The city requires electronic submittals through OpenGov. Depending on project type, posted city materials call for permit application information plus plans and supporting documents such as plot/site plan, project data table, floor plans, framing plan, foundation plan, construction sections, elevations, construction details, construction notes, energy compliance documentation, structural calculations where required, and electrical/plumbing/mechanical information. La Palma also posts project-specific forms including owner-builder, pool, fire, ADA, and tenant-improvement forms.
- Permit validity
- La Palma Ordinance 2025-02 amends CBC Section 105.5 so a permit becomes invalid unless work is commenced within 12 months after issuance, or if work is suspended or abandoned for 180 days after commencement. The Building Official may grant one or more written extensions of up to 180 days each for justifiable cause.
- Building code
- La Palma states it adopted the 2025 California Building Standards Codes, including the 2025 California Fire Code, effective January 1, 2026, through Ordinance 2025-02 and Ordinance 2025-03, with local amendments codified in the municipal code.
- Owner-builder
- La Palma's owner-builder package says the city will not issue an owner-builder permit until the property owner reads, initials, signs, and returns the acknowledgment form. The form states owner-builders assume legal and financial responsibility for the project and may need to provide a driver's license copy, notarization, or other signature verification acceptable to the city before permit issuance.
- Contractor requirements
- La Palma's owner-builder package states contractors are required by law to be licensed and bonded in California and to list their license numbers on permits and contracts. The city also links directly to the CSLB for license verification.
Fees
- Minimum permit fee
- The posted FY 2024-25 valuation table starts at $30.57 for projects valued from $0 to $500; La Palma also separately lists a $36.12 building permit issuance fee
- Plan check fee
- Building plan check fee is 65% of the total permit fee; energy plan check fee is 20% of the total permit fee; general plan maintenance fee is 5% of permit fee
- Permit fee formula
- Primarily valuation-based. The fee schedule states building permit and plan check fees are based on current ICC Building Valuation Data or bid amount; the table then applies stepped valuation brackets. Some permit types are flat-fee or unit-based, such as tenant improvements at $32.00 per square foot valuation, patio covers at $15.00 per square foot valuation, reroofs at $120.00 per square valuation, and PV solar panels at $294.23
- Reinspection fee
- Reinspection fee is $62.60; temporary certificate of occupancy fee is $101.74. Ordinance 2025-02 also states plan review fees cover one complete review and one re-check review, and additional reviews beyond that require extra fees under the city fee resolution
- Payment note
- Public city pages reviewed here do not publish separate card/ACH processing rules. Applicants should expect fee payment through the OpenGov workflow and any outside-agency fees to be paid separately when OCFA or OCHCA review is required

Work That Does NOT Require a Permit
- One-story detached accessory structures used as tool or storage sheds, playhouses, and similar uses, if the floor area does not exceed 120 square feet and the structure complies with City Zoning Code height limits
- Fences not over 6 feet high
- Masonry or concrete fences not over 36 inches above the lowest adjacent grade
Important: La Palma Ordinance 2025-02 specifically amends these exemption items in CBC Section 105.2. Permit exemptions do not authorize work that violates zoning, fire, property maintenance, or other laws. Separate electrical, plumbing, mechanical, grading, fire, health, or planning approvals may still be required. Because La Palma adopted the 2025 California codes in full subject to local amendments, applicants should confirm with Building & Safety whether additional state-code exemption categories apply to a specific project scope.

- Building inspections are available Monday through Thursday, 8:30 a.m. to noon; the city is closed Fridays for inspections. Building inquiries are handled Monday through Thursday, 7:30 a.m. to 8:30 a.m.; walk-in counter hours are Monday through Thursday, 7:30 a.m. to 12 p.m.
