Application Process
- Confirm whether the work requires a permit and whether any zoning or project-specific requirements apply. Irvine states permits are required for most code-regulated construction and repair work, with listed exemptions.
- Gather the required application materials and plans for the project type. Irvine directs applicants to submit permit applications electronically and provides project-type instructions through IrvineREADY!.
- Create an IrvineREADY! account, upload the application and PDFs, and submit electronically. The City says all permit applications are now submitted electronically.
- Pay plan check fees when invoiced. The City states plan check fees are due at submittal when plans are required.
- Respond to correction comments and obtain all required clearances. Irvine routes many new development, building expansion, and major code-compliance applications to other reviewing sections, including Planning, Public Works, Community and Library Services, and OCFA.
- After approvals, pay permit issuance fees and obtain the permit. Contractors generally must provide an Irvine business license, CSLB pocket card, and workers' compensation certificate or exemption; permits may also be pulled by the property owner.
- Schedule required inspections before covering work, then obtain final inspection approval when work is complete.
Typical processing time: Plan review times vary by project. Bulletin 279 lists examples including 1 working day for patio covers, pools, and spas; 5 working days for many residential remodels, signs, and small MEP/demolition projects; 10 working days for projects with structural alterations and some larger tenant improvements; 15 working days for commercial additions and preliminary/precise grading; 20 to 25 working days for many new commercial and residential buildings. Irvine also notes permit-counter processing usually takes 1 to 3 working days after payment, and after all approvals the City may need another 1 to 3 working days to calculate permit fees.

General Requirements
In general, Irvine requires permits for most construction or repair activities regulated by code. The City has digitized the permitting process and says all permit applications must be submitted electronically.
Required Documents
- Varies by project, but commonly includes a permit application and project plans/documents required for the permit type. For contractor-pulled permits, Irvine says contractors must provide a City of Irvine business license, Contractors State License Board pocket card, and workers' compensation certificate or exemption. Project-specific submittals can also require other departmental approvals and supporting documents.
- Permit validity
- For permit applications other than code enforcement, expiration is 12 months after filing, with one 6-month extension available. For permits other than code enforcement, expiration is 12 months after issuance, with up to two 6-month extensions. Permits for work on property containing a Group R-3 residential building become invalid 18 months from issuance unless extended in writing by the Building Official.
- Building code
- For all new plan review applications submitted on or after January 1, 2026, Irvine requires compliance with the 2025 California Building Standards Code with Irvine amendments. The City also enforces local amendments in Title 5, Division 9 of the Irvine Municipal Code, including permit expiration and certain fire safety, plumbing, and security provisions.
- Owner-builder
- Irvine states permits are typically pulled by a contractor or property owner. I did not find a current city webpage with additional owner-builder rule text beyond that general statement.
- Contractor requirements
- Contractor applicants must provide an Irvine business license, CSLB pocket card, and workers' compensation certificate or claim exemption. Businesses operating in Irvine must also obtain and maintain an Irvine business license.
Fees
- Minimum permit fee
- Current permit issuance fees effective August 15, 2025 are $70.75 for all commercial permits and new residential construction, and $30.87 for residential permits other than new residential construction, plus applicable plan check, inspection, state, automation, and other fees.
- Plan check fee
- Due at plan submittal when plans are required. Current Schedule II includes project-specific plan check rates and minimums; for example, residential remodels/additions are $0.83 per square foot with a $92.62 minimum plan check fee, and tenant improvements start at $402.37 plus $0.30 per square foot up to 8,000 square feet.
- Permit fee formula
- Mixed. Irvine states building permit fees are generally based on cost per square foot and type of construction, with current schedules using a mix of per-square-foot, per-linear-foot, hourly, flat, and minimum fees depending on permit type.
- Reinspection fee
- Reinspection fee is $192.82 per hour under the effective August 15, 2025 Schedule II. Returned-check penalty listed on the older Building and Safety fee schedule is $25.00 each; current master fee schedule should be checked for any later update before relying on that amount.

- Payment note
- Irvine says plan check fees are paid at submittal and permit fees at issuance. Most fees are paid in advance. IrvineREADY links applicants to online payment, and some permit pages state applicants are emailed a payment link after completeness review or plan approval.

Work That Does NOT Require a Permit
- Painting, papering, and similar finish work.
- Same-size replacement windows and doors where no structural frame or opening-size change is required; replacements still must comply with weatherproofing, security, and energy rules.
- Movable cases, counters, and partitions not over 5 feet 9 inches high.
- Window awnings in Group R-3 and U occupancies that project no more than 54 inches and need no additional support.
- One-story detached accessory buildings on a single-family site up to 120 square feet used as tool sheds, storage sheds, or playhouses.
- Fences other than swimming-pool barriers not over 7 feet high.
- Retaining walls not over 4 feet high measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding flammable liquids.
- Prefabricated above-grade pools accessory to Group R-3 occupancy with capacity not exceeding 5,000 gallons.
- Platforms, walks, and driveways not more than 30 inches above grade and not over a basement or story below.
- Limited minor plumbing, electrical, and mechanical work listed by the City, such as stopping certain leaks, clearing stoppages, replacing certain fixed appliances, temporary decorative lighting, portable heating/cooling equipment, and certain in-kind component replacements.
Important: Exempt work must still comply with all technical codes and applicable city, county, and state ordinances. HOA CC&Rs may also apply. Separate plumbing, electrical, and mechanical permits may still be required unless specifically exempted. Patio covers always require permits regardless of size, and accessory-structure exemptions do not apply in wildland-urban interface areas. Zoning and setback rules can still limit otherwise exempt work.

- Inspection hours
- Homeowner inspection instructions say inspections are generally provided between 8:00 a.m. and 3:30 p.m. Monday through Friday. Inspections scheduled before 4:00 p.m. can be made for the next business day. For an approximate arrival time, applicants are told to call their inspector between 7:00 a.m. and 7:30 a.m. on the inspection day.
Typical inspection sequence: Irvine Municipal Code Section 5-9-209 excerpt lists pre-construction inspection (for new buildings and additions to non-residential structures unless waived), footing/foundation, concrete slab and under-floor, lowest floor elevation in flood hazard areas, frame, lath and gypsum board, fire-resistant penetrations, energy efficiency inspections, any other required inspections, special inspections, and final inspection.
