Application Process
- Confirm planning clearance first. Garden Grove's permit issuance FAQ says applicants must obtain Planning Division "OK to submit" before formal submittal for projects that require it.
- Prepare the application package. The City uses a Permit Plan Check Application and requires plans and project-specific documents; the residential and commercial submittal guidelines list typical plan contents such as cover sheet, site plan, floor plans, framing information, elevations, Title 24 forms, and structural calculations where applicable.
- Submit electronically through GGReady / Vivasoft. The residential guideline says all submittals go through the online portal; if the applicant lacks computer access, digital plans may be submitted on a USB at the building counter.
- Pay plan check fees after intake review. The permit issuance FAQ says permit staff reviews the package for minimum submittal completeness, then emails an invoice for plan check fees.
- Deliver required hard copies after payment. The FAQ says that after plan check fees are paid, the applicant must drop off one complete plan set, structural calculations, energy calculations, and one digital copy on a USB. For routed projects, the City's Plan Routing Process handout says plans may also need OCFA review before issuance.
- Respond to corrections and resubmit as needed. The FAQ allows emailed resubmittals if the original application was submitted by email, though one revised hard-copy set is still required.
- Pay permit issuance fees and provide final stamped sets. Once all departments approve, permit staff issues the permit and arranges for final-stamped city and job-site sets plus the inspection record card.
Typical processing time: No citywide permit review turnaround was posted on the Garden Grove pages reviewed. Planning's separate contact form states average response times of about 2 business days for general inquiries, 7 business days for cursory reviews, and 4 weeks for preliminary reviews, but that is not a building permit issuance SLA.

- The permit declaration includes owner-builder declarations under Business and Professions Code Section 7044. Garden Grove also requires an owner-builder verification form in some owner-builder change-of-record situations.

- The permit declaration cites Business and Professions Code Section 7031.5 and requires permit applicants to state their contractor license number or basis for exemption. The permit application form requires state license class/number and states contractors must obtain a City of Garden Grove business tax.

- Inspection hours
- The city pages reviewed do not publish a fixed AM/PM inspection window. The Building & Safety page links a daily inspection page for same-day scheduled timeframes. City Hall hours are Monday through Thursday 7:30 a.m. to 5:30 p.m. and alternating Fridays 7:30 a.m. to 5:00 p.m. The Building & Safety page states plan checks and permit issuance are accepted until 4:00 p.m. Monday through Friday.
Typical inspection sequence: Garden Grove's inspection FAQ lists a typical order of grading if required, temporary power pole, subsoil plumbing, foundation, underfloor, subfloor insulation, roof sheathing/shear, framing and rough trades, lath/wrap, insulation, drywall or shower wallboard, brown coat or related trade finals, special inspections and solar as applicable, construction waste clearance, and final inspection with all outside-agency approvals complete before occupancy.
