Application Process
- Confirm the project requires a permit and gather the applicable city forms or checklists. Cypress states permits are required for construction, alteration, repair, conversion, enlargement, change in occupancy, and for installation, repair, or upgrades to electrical, gas, mechanical, or plumbing systems.
- Submit the application through the City of Cypress OpenGov permit portal. For additions, alterations, and tenant improvements, Cypress says to submit 2 sets of plans plus structural calculations, Title 24 energy calculations, and soils reports when required. For photovoltaic submittals, Cypress says to submit 3 sets of plans and 2 sets of structural calculations. Eligible solar projects can first obtain automated plan review through SolarAPP+, then apply for the city permit using the SolarAPP+ ID.
- The city performs plan check. Cypress publishes a turnaround estimate of 10 working days for the initial submittal and 5 working days for recheck.
- Pay fees after review. Cypress accepts online credit, debit, eCheck, and PayPal payments, and accepts check and credit card payments at the counter.
- After permit issuance, schedule inspections with the Building Division by phone at (714) 229-6730. Final approval occurs after required inspections pass.
Typical processing time: 10 working days initial plan check; 5 working days for recheck.
General Requirements
Cypress says permits are required for the construction, alteration, repair, conversion, enlargement, or change in occupancy of a building or structure, and for installation, repair, or upgrades to electrical, gas, mechanical, or plumbing systems. Listed examples include new buildings or structures, kitchen remodels, re-roofs, HVAC and water heater work, patio covers and room additions, solar panels, and window change-outs.

- For additions, alterations, and tenant improvements, Cypress requires 2 sets of plans plus structural calculations, Title 24 energy calculations, and soils reports when required. Photovoltaic submittals require 3 sets of plans and 2 sets of structural calculations. Covered projects must also comply with Cypress construction and demolition recycling requirements, including diversion-plan documentation for applicable work.
- Permit validity
- Cypress does not publish a separate local expiration handout on the Building Division page reviewed here. Its adopted 2025 California codes include the California Administrative Code, so permit expiration follows the state administrative rules unless locally modified; California Building Standards Commission materials state permit expiration was changed from 180 days to 12 months, with written extensions available and separate rules for suspension or abandonment.
- Building code
- Cypress states that, beginning January 1, 2026, it adopted the 2025 California Building Standards Codes with local amendments. Cypress Municipal Code section 5-1 adopts the 2025 California Building Code, California Residential Code, California Green Building Standards Code, California Mechanical Code, California Administrative Code, California Existing Building Code, California Wildland-Urban Interface Code, and California Energy Code.
- Owner-builder
- Cypress uses an Owner-Builder Acknowledgment and Information Verification Form and states it will not issue an owner-builder permit until the property owner reads, initials, signs, and returns the form. The form warns that owner-builders assume responsibility of record and may take on employer and liability obligations.
- Contractor requirements
- Cypress owner-builder materials state contractors are required by law to be licensed and bonded in California and to list their license numbers on permits and contracts. Cypress permit application materials also require a contractor name and valid state license number where applicable.
Fees
- Minimum permit fee
- $31 for total valuation from $1 to $500
- Plan check fee
- Building plan check is 65% of the building permit fee; mechanical/electrical/plumbing plan check is 15% of the building permit fee; energy plan check is 25% of the building permit fee
- Permit fee formula
- Primarily valuation-based for building permits, with separate flat or unit-based fees for many common residential, plumbing, mechanical, and electrical permit types
- Reinspection fee
- Reinspection fee assessed under Section 305.8 is $77. Additional plan review required because of changes, additions, or revisions is $77 minimum. Outside consultant plan check or inspection costs are billed at actual cost. I did not locate a separate general permit-penalty line item in the public Master Fee Schedule reviewed.
- Penalty (no permit)
- Reinspection fee assessed under Section 305.8 is $77. Additional plan review required because of changes, additions, or revisions is $77 minimum. - Payment note
- Cypress accepts online credit, debit, eCheck, and PayPal payments. At the counter, the Building Division page says only check and credit card payments are accepted, and published payment information states a 2.5% third-party processing fee applies to credit/debit card transactions.

Work That Does NOT Require a Permit
- One-story detached accessory buildings used as tool or storage sheds, playhouses, or similar uses, if projected roof area does not exceed 120 square feet
- Block walls 3 feet 5 inches or less
- Wood fences not over 6 feet high
- Oil derricks
- Retaining walls not over 4 feet high measured from bottom of footing to top of wall, unless supporting a surcharge or impounding Class I, II, or IIIA liquids
- Water tanks supported directly on grade if capacity does not exceed 5,000 gallons and height-to-diameter or width ratio does not exceed 2:1
- Sidewalks and driveways not more than 30 inches above adjacent grade, not over a basement or story below, and part of an accessible route
- Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Temporary motion picture, television, and theater stage sets and scenery
- Prefabricated swimming pools accessory to Group R-3 occupancies that are less than 24 inches deep, do not exceed 5,000 gallons, and are entirely above ground
- Shade cloth structures for nursery or agricultural purposes, excluding service systems
- Swings and other playground equipment accessory to detached one- and two-family dwellings
- Window awnings supported by an exterior wall that do not project more than 54 inches and do not require additional support for Group R-3 and U occupancies
- Non-fixed and movable fixtures, cases, racks, counters, and partitions not over 5 feet 9 inches high
Important: Cypress states separate plumbing, electrical, and mechanical permits may still be required for otherwise exempt items, and exemption from a building permit does not authorize work that violates the code or other laws or ordinances.

Typical inspection sequence: Cypress does not publish a single universal sequence on the pages reviewed. In practice, the sequence depends on permit scope and typically follows progress milestones such as foundation or footing work, rough framing and rough MEP work, insulation or other concealment-stage inspections where applicable, and final inspection.
