Application Process

  1. Confirm the project is within Calistoga city limits and whether any related approvals are also needed, such as planning review, a Public Works encroachment permit, or Fire review for special cases.

General Requirements

The Building Division reviews building permit applications for compliance with state and local building codes for structural, electrical, mechanical, plumbing, and energy work. The permit application form is used for new work, additions, alterations, repairs, replacements, demolition, grading, tenant improvements, fire sprinkler and fire alarm work, and related building trades.

Permit validity
The City's permit application states an application is deemed abandoned 180 days after filing unless pursued in good faith or a permit is issued; the building official may grant one or more written extensions not exceeding 90 days each for justifiable cause. California's 2022 Title 24 changes set permit expiration at 12 months after issuance if work has not commenced, with extensions allowed unless the work is abandoned. Calistoga's published packet clearly states the 180-day application deadline but does not separately restate the post-issuance rule on its webpage.
Building code
The City's building permit checklist requires plans to identify the 2022 California Building Code, California Mechanical Code, California Plumbing Code, California Electrical Code, California Green Building Standards Code, and California Energy Code. Those 2022 California codes are effective statewide through December 31, 2025; Calistoga also notes 2026 WUI standards for applicable fire hazard areas effective January 1, 2026.
Owner-builder
The City uses an Owner-Builder Declaration requiring the applicant to claim a valid Contractors State License Law exemption, and it warns that an owner-builder generally cannot legally sell an owner-built structure unless statutory conditions are met.
Contractor requirements
The application packet requires either owner, California licensed contractor, or authorized agent status. The contractor declaration requires the contractor to affirm licensure under the Contractors State License Law and provide license number, class, and expiration. The checklist also says general contractors, subcontractors, and design professionals doing business with the City must maintain a current City business license.

Permit fee formula
Building permit fees are primarily valuation-based, with bracketed base amounts plus an added charge per $100 or $1,000 over the base valuation threshold. Separate fixed-fee schedules apply for many mechanical, electrical, and plumbing permits.
Payment note
The application form indicates payment may be made by cash, credit, or check. The permit packet also shows an application deposit is part of submittal.
