Application Process

  1. Confirm with Greenfield Building/Planning whether your project needs a permit; the City states that projects of any size may require one or more permits, and planning review may be needed first.
  2. Download the correct application and handouts from the City's Applications page. Depending on scope, submit a building permit application plus supporting plans, calculations, and any project-specific forms.
  3. Submit the completed application to building staff either in person at City Hall or by scanning and emailing it to inspections@ci.greenfield.ca.us.
  4. Pay the required application fee and security deposit. Greenfield states the application will not be processed until the completed form, fee, and deposit are received.
  5. Respond to any plan review comments and provide revised materials if requested. For residential additions/alterations, Greenfield's submittal checklist calls for items such as plot plan, architectural/structural/mechanical/electrical/plumbing plans, and Title 24 documentation.
  6. After approval, pay any remaining costs due before permit issuance. The City states any costs above the deposit must be paid before the permit is issued.
  7. Keep the permit card and approved plans on site, then schedule inspections by phone or email at least 24 hours ahead. Final inspection is required before project closeout, and all inspection-related costs must be paid before a certificate of occupancy is issued.

General Requirements

Greenfield states building projects of any size may require one or more permits before work begins. The Building Division issues permits for building, plumbing, mechanical, and electrical work.

Required Documents

  • At minimum, the City's building permit application. Depending on project scope, Greenfield may require site plan, zoning review, plan review, construction drawings, structural calculations, Title 24 energy forms, soils report, and other project-specific handouts/checklists. For residential additions/alterations, the City checklist also calls for sanitary department stamping on two plan sets before submittal where applicable.
Permit validity
The application form states the application expires if a permit is not obtained within 180 days from the application date. Greenfield's permit extension form states a permit expires if work is not commenced within 180 days of issuance, or if work is suspended/abandoned for 180 days. The City's reactivation/extension form also cites 2022 CBC Appendix 1 Section 105.5, under which a permit becomes invalid if work is not commenced within 12 months after issuance or is suspended/abandoned for 12 months, with written extensions of up to 180 days each. Applicants should verify with the Building Division which expiration standard the City will apply to the specific permit.

Greenfield's residential additions/alterations checklist cites the 2022 California Building, Residential, Mechanical, Plumbing, Electrical, Fire, Energy, and Green Building Standards Codes; also listed are the 2015 International Property Maintenance Code and the City of Greenfield Municipal Code.

The City's building permit application expressly allows an Owner-Builder designation in the contractor section.
Contractor requirements
If a contractor is used, the application asks for license class, license number, and expiration date, and includes City verification of CSLB status. The City also states that if you hire a contractor, the contractor will apply for the permit.

Minimum permit fee
Building permit fees start at $128.00 + 15% for valuation $0-$5,000, plus a 2% department training fee on building permit and plan check fees. A separate administrative/application fee of $107.00 appears throughout the building fee schedule.
Plan check fee
Building plan check fee is $107.00 administrative plus 90% of the permit fee + 15%. Electrical, mechanical, and plumbing plan check fee is $107.00 administrative plus 35% of the permit fee + 15%.
Permit fee formula
Primarily valuation-based for building permits using Table 3-A/UAC brackets, plus percentage add-ons; trade permits use flat or unit-based fees; some plan checks and inspections are time-and-materials/cost-recovery based.

Payment note
Greenfield requires the completed application, application fee, and security deposit before processing starts. If City costs exceed the deposit, the balance must be paid before permit issuance; if costs are lower, the difference is refunded. Work That Does NOT Require a Permit

  • The City pages reviewed did not publish a standalone Greenfield-specific list of work exempt from building permits.
  • Greenfield does state that building projects of any size may require one or more permits and instructs applicants to contact the Department before starting work.
  • Because Greenfield applies the 2022 California codes, any exemption analysis should be confirmed directly with the Building Division before relying on it.
