Application Process

  1. Confirm whether Planning approval is required first. Carmel states Planning approval is typically required for most exterior changes, and a building permit commonly follows Planning approval.
  2. Prepare a complete building permit package: completed permit application, project-appropriate submittal checklist, construction documents, construction and demolition debris materials, and BMP / drainage-related items as applicable.
  3. Submit the application through the iWorQ portal, by email, or physically; if submitted physically, a digital set of plans and permit documents must also be provided.
  4. City staff reviews the application for completeness and code compliance. Incomplete applications are rejected for incompleteness, and no permit is issued until required City and outside-agency clearances are obtained.
  5. Pay plan check / permit fees. Building plan check and inspection fees are based on construction valuation; online electronic payments carry a 3.5% processing fee.
  6. Keep approved plans on site, obtain all required inspections, and request inspections at least one full day in advance.

General Requirements

Carmel requires permits for erecting, constructing, enlarging, altering, repairing, moving, removing, improving, converting, remodeling, or demolishing buildings or structures, and for grading of 50 cubic yards or more. City guidance also says, in essence, all construction work requires a building permit unless specifically exempt. Separate permits are also required for covered electrical, plumbing, mechanical, and related work.

Permit validity
Applications expire if no permit is issued within 180 days, with possible written extensions. Issued permits expire if the project does not receive approval for at least one required inspection within 365 days of permit issuance. A one-time 180-day extension and later 90-day extensions may be available by written request and fee if the project scope has not changed.

Carmel Municipal Code Title 15 adopts the 2022 California Building Code, 2022 California Historical Building Code, 2022 California Existing Building Code, 2022 California Residential Code, 2022 California Plumbing Code, 2022 California Electrical Code, 2022 California Mechanical Code, 2022 California Green Building Standards Code, 2022 California Fire Code, 2021 International Property Maintenance Code, and 2022 California Energy Code.
Owner-builder
Owner permits are allowed, but Carmel increases fees for work done under an owner's permit unless the owner holds a valid CSLB license qualifying them to perform the work.
Contractor requirements
The Building Official may not issue a permit for work that would violate the State Contractors' Licensing Law. The application form requests the contractor's state contractor license number and City business license number.

The fee schedule does not clearly publish a universal minimum building permit fee. A listed Building Single Trade Permit is $169, and reroof permits are $267.
Plan check fee
Municipal code states the plan review fee is 65% of the permit fee normally charged at issuance; the FY 2024-25 fee schedule also states Building Plan Check is based on Building and Safety Construction Valuation.

Payment note

Work That Does NOT Require a Permit

  • One-story portable detached accessory buildings such as tool/storage sheds or playhouses, if projected roof area does not exceed 120 square feet and floor area stays within zoning limits
  • Garden fences and garden walls not over 7 feet high above adjacent grade within the R-1 district, if otherwise compliant
  • Movable cases, movable counters, and movable partitions not over 5 feet high
  • Painting, papering, tiling, carpeting, cabinets, countertops, and similar interior finish work
  • Temporary motion picture, television, and theater stage sets and scenery
  • Swings and other playground equipment accessory to detached one- and two-family dwellings
  • Retaining walls not over 4 feet high measured from bottom of footing to top of wall, unless supporting a surcharge or impounding certain liquids
  • Window awnings in Group R-3 and U occupancies that meet the code's projection/support limits

Important: Carmel's planning guidance says exterior work often still requires Planning review even when a building permit is not required. City guidance also notes fences over 7 feet and retaining walls 3 feet or greater can trigger permits in practice depending on the work type and review path, and projects in overlay/coastal areas may require a Coastal Development Permit.
