General Requirements

Livingston Municipal Code says permits are required as provided by the most current codes. The Building Division conducts plan checks, issues permits, and inspects residential, commercial, and industrial construction. Work should not start until the permit is issued.

Required Documents

  • Completed building permit application
  • Electronic plans
  • Site plan
  • Floor plans
  • Structural and framing details
  • MEP layouts
  • Project valuation
  • Title 24 energy compliance forms
  • Engineering calculations and details if applicable
  • Grading plan if applicable
  • Fire sprinkler approval where required
  • Health department approval where required for commercial projects
  • San Joaquin Valley Unified Air Pollution Control District demolition or remodel release where applicable
Permit validity
Livingston's code points to the current adopted California code for permit procedure. California Building Standards Commission guidance states permit expiration changed from 180 days to 12 months, with extensions available unless the work is abandoned. Verify the expiration date printed on the issued permit.
Building code
Livingston Municipal Code states the city adopted the 2022 California Building Code with appendices under Ordinance 650. The city also published a February 1, 2026 summary stating the City Council would consider adopting the 2025 Title 24 codes on March 3, 2026, so confirm the current intake code cycle with staff.
Owner-builder
Owner-builders may pull permits, but California requires the owner-builder declaration and places labor, supervision, insurance, and resale-risk obligations on the owner-builder.
Contractor requirements
The city permit application asks for contractor class, contractor license number, and city business license. Projects that require a contractor generally require an appropriately licensed contractor unless a lawful owner-builder exemption applies.

Fees

Plan check fee
75% of the building permit fee, with tract houses charged at 35% of the normal plan review fee.
Permit fee formula
Building permit fees are valuation based under Table 1-A. Electrical, plumbing, and mechanical are charged under Schedule B and Schedule C.
Payment note
Plan check fee is required at time of submittal. Livingston states it pays CSG Consultants hourly and notes the required fee covers typical plan review services; unusual or complex projects may trigger additional review costs.

Fees change. Verify current amounts at the official fee schedule.
