Application Process

  1. Confirm the project is inside Willits city limits and gather all supporting documents before starting the application.
  2. Complete the building permit application online through the iWorQ portal or obtain/download the application from the Building Department.
  3. Submit required plans and supporting materials. The city page reviewed does not publish issued-permit expiration rules. Because Willits applies the 2022 California Building Code, permit expiration generally follows the current California rule that a permit remains valid if work starts within 12 months and is not abandoned; confirm this with the Building Department before relying on it.
Building code
The city states it uses the 2022 California Building Code. Project documents and city materials also reference the 2022 California Residential, Electrical, Plumbing, Mechanical, Fire, and CALGreen codes as applicable.
Owner-builder
The application allows the applicant to proceed as a California licensed contractor, the property owner, or an authorized agent. Separate owner verification and separate owner-agent authorization are required where applicable.
Contractor requirements
The application requires the signer to affirm they are licensed under Chapter 9 of Division 3 of the California Business and Professions Code unless applying as owner-builder or authorized agent. The online portal also says a City of Willits business license application packet is required when doing business within city limits.

Fees

$23.50 for projects valued from $1.00 to $500.00 under the linked fee schedule
Plan check fee
Projects requiring plan review are subject to an application fee equal to 50 percent of the estimated permit fee based on project valuation. The checklist also states a plan check deposit is required at submittal.
Permit fee formula
Building permit fees are valuation-based for most projects. The linked schedule starts at $23.50 for $1 to $500 valuation and scales upward by valuation tier. The city page also states building permit fees are based on the value of the proposed improvements.
Reinspection fee
Reinspection fee is $47.00 per hour. Inspections outside normal business hours are $47.00 per hour with a 2-hour minimum.
Payment note
Permit fees are due when the permit is issued. The citywide fee schedule lists a 2.75% credit card convenience fee and a $32 returned-check fee.
