Application Process
- Confirm the project is inside Willits city limits and gather all supporting documents before starting the application.
- Complete the building permit application online through the iWorQ portal or obtain/download the application from the Building Department.
- Submit required plans and supporting materials. The city checklist calls for a site plan, three plan sets plus one electronic copy, and supporting items such as structural calculations, Title 24 energy forms, soils/geotechnical reports, accessibility details, grading information, floodplain information, Environmental Health approval, and other scope-specific documents if applicable.
- Pay the required plan check deposit when plans are submitted if plan review is required.
- Obtain any prerequisite clearances before permit issuance. The city packet specifically calls out Little Lake Fire impact fee confirmation for new construction, Mendocino County Air Quality release for commercial and multifamily remodel/demolition work, and other agency approvals where applicable.

- Request inspections at least 24 hours in advance during construction and obtain final approval before occupancy/use of the permitted work.

- Contractor requirements
- The application requires the signer to affirm they are licensed under Chapter 9 of Division 3 of the California Business and Professions Code unless applying as owner-builder or authorized agent. The online portal also says a City of Willits business license application packet is required when doing business within city limits.
