General Requirements

Vernon says permits are required for all new construction and in many cases for repair or replacement of existing fixtures. Published examples include new door or window openings, new or replacement mechanical units, reroofing, moving interior walls, reframing, room additions, retaining walls over 3 feet tall, adding or altering electrical, adding or altering plumbing, foundation repairs, and adding a permanently wired light fixture. Plumbing, electrical, or mechanical permits are needed for additions or changes to existing systems.

The development review packet references project description, assessor parcel number, applicant and owner information, site plans, vicinity or radius maps for some projects, environmental materials if required, and other project-level submittals.

Vernon Municipal Code Section 15.08.010 adopts the 2022 California Building Code. Vernon also publishes that the Building Division enforces City, State, and Federal building and safety code regulations.

Owner-builder

Vernon's city pages reviewed do not publish a local owner-builder rule summary. California CSLB owner-builder rules still apply; owner-builders are exempt from licensure only in limited circumstances and assume responsibility for permits, supervision, and compliance.

Contractor requirements

Vernon does not publish a general Building Division contractor-license page in the sources reviewed, but California CSLB requires a current valid contractor license for work that requires a building permit, uses employee labor, or totals $1,000 or more in labor and materials. Vernon also publishes trade-specific licensing requirements for some programs, such as solar work.

• Replacement or repair of fixtures such as changing a water faucet
• Replacement of switches

Important: Vernon expressly says not all construction requires a permit, but applicants should contact the Building Department before doing any work. The city also warns that even if a construction permit is not required, other city review may still be required.

Inspection hours

Building Division public counter hours are Monday through Thursday, 7:00 AM to 5:30 PM. The city fee schedule separately lists after-hours inspections at added cost.

Typical inspection sequence: For general permits, Vernon states the Building Division conducts inspections of new construction and renovated structures. For occupancy, the published sequence is application, fee payment, inspection by Building, Electrical, Plumbing or Mechanical, Fire Prevention, and Health inspectors, correction notice issuance if needed, reinspection, then Certificate of Occupancy issuance after all corrections and business-license filing are complete.
