Application Process
- Obtain zoning clearance first from the Planning or Environmental Division if the project requires it. Torrance states proof of zoning clearance is required before Building and Safety submittal.
- Create an ACA account with a valid email address at the Torrance Accela Citizen Access portal.
- Start the correct permit record in ACA and complete the application. Torrance uses separate online submittals for building, electrical, mechanical, plumbing, solar, and other permit types.
- Upload the application, zoning clearance, and construction plans. For non-residential work, complete the AQMD checklist/release if applicable. For covered demolition / construction projects, Torrance also requires a Waste Management Plan through Green Halo after the permit application is processed.
- Monitor ACA for review comments, resubmittal requests, status updates, and fee payment prompts. Torrance states submission and payment do not guarantee immediate issuance.
- Pay assessed permit and plan review fees, then download issued documents from ACA when approved.
- Schedule inspections through the IVR inspection line after permit issuance and complete required inspections through final approval.
Typical processing time: the City Housing Element says building permits generally take about 4 to 6 weeks to process, and expedited initial building plan review is available in 10 working days when approved and surcharged. This appears to be a general city estimate, not a guarantee for every project.

General Requirements
Torrance requires a permit before construction, alteration, improvement, demolition, or repair of structures and for applicable trade work. - Valuation-based fee schedules for residential and commercial building permits, with separate line items / add-ons for energy, handicap, green building, building code, plan review, NPDES, and other charges. The building permits page also lists other citywide charges including school district fees, park and recreation facilities tax ($550 per dwelling unit), dwelling unit tax / rehabilitation and open space fee ($1,984 per dwelling unit), and construction tax (1.5% of project valuation).
- Reinspection fee
- Torrance publishes IVR inspection scheduling guidance, but a standard building reinspection fee was not clearly identified on the main building fee page reviewed. - Retaining walls not over 4 feet high measured from the bottom of footing to the top of wall, unless supporting surcharge or impounding certain liquids
- Sidewalks and driveways not more than 30 inches above adjacent grade, not over a basement or story below, and not part of an accessible route
- Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Temporary stage sets and scenery
- Certain shallow above-ground prefabricated pools
- Swings and other playground equipment accessory to detached one- and two-family dwellings
- Certain window awnings in Group R-3 and U occupancies
- Minor electrical repair work such as lamp replacement and connection of approved portable equipment to approved receptacles
- Portable heating, ventilation, cooling, and certain small refrigeration equipment
- Limited plumbing leak repairs and stoppage cleaning that do not require replacement or rearrangement of concealed piping / valves / fixtures
Important: Torrance states permit exemptions do not authorize work that violates code or other laws. Engineering separately notes that any construction in the public right-of-way is restricted to licensed contractors only, and some work there may still require an Engineering permit even if it would otherwise seem minor.
