Application Process
- Confirm whether the work needs a permit and whether Planning review is required first. South Gate says permits are typically required for most construction, alteration, demolition, reroofing, and plumbing/mechanical/electrical improvements.
- Obtain Planning approval before Building & Safety submittal when the project needs plan check. Planning accepts digital residential and commercial project applications by email at planninginfo@sogate.org.
- If applicable, obtain Public Works review before Building & Safety. South Gate states Public Works review is required for projects valued above $50,000 or over 800 square feet in new construction.
- Submit the Building & Safety package. South Gate requires the approved Planning set plus one digital set of architectural and structural plans, structural calculations if applicable, Title 24 items, 2022 CALGreen mandatory measures, and plumbing schematics for all new residential units, ADUs/JADUs, and additions over 499 square feet.
- Provide pre-issuance clearances and applicant credentials. Depending on scope this can include DIG Alert, AQMD demolition notice, Fire clearance, utility clearances, school fees for certain additions, owner-builder documentation, or contractor license/ID/workers' compensation records.
- Pay plan check and permit fees, then pull the permit. South Gate allows permit fees to be paid online for eligible records and accepts cash, check, and credit card at the counter.
- Schedule required inspections during construction, then obtain final inspections. South Gate directs applicants to obtain final inspection from Planning where required and final inspection from Building & Safety before certificate of occupancy/final sign-off.
Typical processing time: Planning says applications are reviewed at the end of the week and processed the subsequent week. For larger land-use applications, Planning states completeness review occurs within 30 days. Public Works states submittal turn-around time is 3 weeks. South Gate does not appear to publish a general Building & Safety plan-check turnaround on the pages reviewed.

South Gate says building and construction permits are typically required for home improvement, repair, alteration, construction, or demolition projects, including pools or spas, sandblasting, most excavations, temporary power poles, reroofing, and plumbing, mechanical, and electrical improvements. The city's "Do I need a Permit?" page also lists examples such as window changes, kitchen/bath remodels, water heater installation or replacement, security bars, stucco work, and sewer or water line work.

- South Gate states owner-builder permits require ID showing the owner resides on the property, the property must have two units or less, and workers' compensation coverage is required if people from outside the household help with the work. If the property is owned by a company or LLC, the city requires a licensed contractor.
- Contractor requirements
- South Gate states building permits must be obtained by the property owner or a state licensed contractor with a City of South Gate business license. For contractor-issued permits, the contractor must provide a current state license, ID, and workers' compensation documentation. South Gate also states subcontractors must obtain a city business license.

- South Gate says the portal can be used to pay plan check and permit fees. At the public counter, payments are accepted in cash, check, and credit card, and the fee schedule lists a $4 payment convenience fee per transaction.

Work That Does NOT Require a Permit
- 1-story detached accessory buildings used as tool and storage sheds, playhouses, and similar uses when the floor area does not exceed 120 square feet
- Fences not over 7 feet high, subject to Planning height and placement regulations
- Retaining walls not over 4 feet in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding certain liquids
- Sidewalks and driveways within private property
- Platforms, walks, and driveways not more than 30 inches above grade and not over a basement or story below
- Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work
- Window awnings supported by an exterior wall that project no more than 54 inches and do not require additional support
- Prefabricated swimming pools less than 24 inches deep
- Decks not exceeding 200 square feet, not more than 30 inches above grade, not attached to a dwelling, and not serving the exit door
Important: South Gate separately notes that plumbing or electrical work can change the permit requirement, and exempt items may still be subject to zoning, placement, or other code requirements.
